The comprehensive carrying out and the implementation of the scientific outlook on development was clearly stated in the Eleventh five-year plan. In the 7th CPC National Congress and the twelfth five-year plan emphasize the importance of the scientific outlook and the transition of the way of development. Scientific outlook of development is gradually becoming the theory given special attention by the academic filed. The transference of the style of economic development, the improvement of the adjustment of economic structure, and the increase of the economic growing quality and benefits have become the center of the economic field. With the rapid development of economy, science and technology, as well as the economic globalization and knowledge economy, the colleges and universities of China have realized combination and recombination. With the increased enrolment, the quantity of students are increasing continuously, and the higher education has stepped into the people’s stage. Higher education has a close relationship with the development of social economy. It is influenced by national social and economic development. The development of the economic society is the base of the development of higher education. However, the development of higher education is promoting the development and improvement of economic society, and has become the bridge linking economic development, scientific research and talent education, which integrate various labor department. The unique status of higher education consolidates its important place in the new era. However, as far as Chinese higher education is concerned, it is an important problem in front of the theory researchers of how to adjust to the changed forms of an economic society, how to change in accordance with the change of the developing style of the economic society, and how to make contribution to China’s economic society’s development by promoting the combination of education and economy, as well as how to raise measures and strategies to cope with all of the above mentioned matters.In the background of the transference of Chinese economy and society, and on the basis of absorbing the basic theories of pedagogical economics, this thesis analyzes the relationship between higher education and economic development. On the base of the careful study of theories of economics for development, it investigates deeps into the developing style and strategy of Chinese higher education since the reform and openness, especially during the eleventh five-year plan. It analyzes carefully the basic relationship between higher education of China and economic increase, raises the concept of the transference of developing style of higher education. It analyzes carefully the problems such as the supply and requirement, the consuming action of higher education, the distribution of resources in colleges and universities, the investment and production in Chinese colleges and universities, the cost and cost accounting of higher education, as well as the economic benefits, etc. It also provides the measures to optimize the developing style of Chinese higher education, in hopes of providing some theoretical base and realistic guidance for scientific and healthy development of higher education.
