Act up to the development requirement of social laws, education has become the impetus at the core of modern society. The educational level is directly related to the quality of personnel training and technological development, and then, have a direct impact on the level of regional economic development. This thesis studies the mainproposition that is advancing social and regional economic development through rational use of regional basic education resources, scientific consideration of regional educationcapital. Influenced by the level of economic development, geographical and other elements, different areas are on various educational levels in China. It mainly shows in the out-of-order fluxion of educational infrastructure, unequal distribution of education fund, unbalance of distribution on teaching staff and educational gap between the urban and rural areas, even causes the discussion on educational equality. The benign development of regional education depends on reasonable distribution and use of regional basic education resources. Scientificintegration of regional basic education resources is related to the regional socio-economic development, even crucial to the realization of building a learning society in our country.The thesis mostly researches the relationships among education, resources and economic development. Taking regional economics as the base, it tries to analyze and summarize the chain pattern of regional education resource. On the base of scale economics, new institutional economics, educational economics and human capital theory, the thesis also summarizes and integrates the fundamental of regional basic education resource integration. Attempting to design an evaluation and control mechanism system of regional basic education resources, the thesis investigates basic education in Changchun and studies actual conditions through using the evaluation system, so comments and suggestions about the integration of regional basic education resource for Changchun are proposed. Specifically, the thesis is divided into four parts:The first part contains the first chapter--Introduction: Learned the reasons and importance of this thesis, it mainly analyses the problem and research background. And also elaborates the research results at home and abroad. Research concepts, methods and the whole structure of the thesis are introduced.The second part contains the second chapter that expatiate the basic theory of integrating regional basic education resources. From the concept, content, features and other aspects of integrating regional basic education resources, the integration of regional basic education resources is analyses and summarized scientifically. The thesis makes a definition of regional basic education. On these bases, its characteristics are summarized. Practical examples show its similarities and characteristics in order to prove the differences of basic education in different regions. Furthermore, it sums up and analyses related theory of regional basic educational integration, including scale economics, new institutional economics, educational economics and human capital theory. That has established the theoretical bases for the research. The third part which discusses the basic principles of regional basic educational integration and tries to establish an evaluation and control mechanism system, contains chapter III and IV. Chapter III elaborates the structure and function of education resources integration systematically by generalizing and analyzing its elements, as a base for construing spatial arrangement, personal scheme, investment of equipment, property management, education ideas and others which are several main modules of integrating regional basic education resources. And then, arrives at breakthrough point and main development model. Chapter IV attempts to establish evaluation system of regional basic education resources, including the purpose of evaluation, evaluation principles, evaluation methods and evaluation system of regional basic education resources. Finally, evaluation model of regional basic education resources is established. The foundation of evaluation system provides a scientific basis for integrating regional basic education resources. Make scientific analysis and correct understanding so as to handle reasonably according to regional realities, moreover, establish the control mechanism of integrating regional basic education resources.Based on the aforementioned structure, the fourth part contains chapter V which takes Changchun---the capital of JilinProvince as the research object and attempts to form the model of integrating regional basic education resources. By theoretical analysis and practical research, it summarizes the results and puts forward constructive and pertinent observations to do a little of its own power for regional educational integration.
