The issue that development imbalance of information system of basic educationbetween the area, between town and country, between the school in the same area in Chinais educational technology learn front subject. This dissertation for the Doctorate systemlydiscussed the research results of the theory and practice about information system of basiceducation balanced development that is taken by the author, which was on the basis of thething that the balance development problem carried on the domestic and internationalinformation system ofbasic education. The dissertation pointes out that the theory of "knowledge gap"has limitation, it hasprobed the new development tendency of the "knowledge gap"theory and worked out theconclusion magnified constantly in "knowledge gap"in information age by determine thenature to study. The thesis has adopted and traced back to the law and set up the transferrelationship between "knowledge gap--digital gap--gap between rich and poor--educationinformation— information literary education". The author believed that the root of"knowledge gap"magnified between the societies of different levels is the disequilibria ofsocial economic structure, which caused the different of citizen's information literarymagnified. The ultimate reason for regional imbalance of information system of basic educationwas "two-Yuan"education financial transfer system that can't meet the national conditionsof development of the economic gap magnifying constantly between the regions in China,which is caused by adopting the economic development theory of "gradient process". Thedissertation proposes that education information undertaking development special fundshould be set up by the China central government to implement transfer payment to thewest; the local education information undertaking development special fund should be setup by the local government to implement transfer payment to the poor county countryside;the evaluation system should be perfect by the governments at all levels and by all kinds ofschool to use effect education information undertaking development special fund; theproportion between foundational construction and faculty training fund should be strictly IIIcontrolled to improve the investment benefit of education information undertakingdevelopment special fund. The innovative personnel training systeml of the school in information age isestablished that is used for reference the development experience of information system ofbasic education of the developed country and area. The dissertation puts foreword thatinformation system of basic education must be proceed from strategic height of real andschool sustainable development that the information literary education in the middle andprimary schools, get hold of four levers which is the education information networkplatform construction, education information resource construction, the educationinformation infiltration in the behavior of teaching of teachers and learning of students, theforming of the school education information atmosphere. It is taken the construction of thehard environment with the platform and resource as the starting point and taken the softenvironment as the end-result that mean wide application of educational technology andthe forming of educational information atmosphere in the teaching. The dissertation establishes the content of the middle and primary schoolsinformation literacy education, it involves not only application skill of technology aspectrelated to information obtain, search, state, utilize etc., but also the learning attitude andmethod and the integrated information ability using information for solving informationquestion and carrying on innovative thinking, to set up digitalized learning method whichmainly to train information literacy of students in middle and primary schools and thelearning performance evaluating technology.
