Compulsory education is the foundation of the national education as well as an important part of the whole education system. The government always adheres to make nine-year compulsory education universalized as a top priority, and has developed a series of major principles and policies to promote the realization of "compulsory education" goals. But despite of the great achievements, there are still some problems that can not be ignored in China’s compulsory education. Due to the social development gap and the corresponding systems and mechanism formed in history, public education resources are unevenly distributed among different entities. The education quality varies greatly across regions, between urban and rural areas and from school to school. The education resources, especially high quality resources, were distributed extremely unevenly across different social groups, making it difficult to achieve the full realization of educational equity and improve the overall quality of education. Therefore, the balanced development of compulsory education has become a hot and difficult issue of social concern, a real problem the government needs to solve urgently, the foundation and core of education. In particular, to promote and to realize the balanced development of compulsory education has become a key point of the current compulsory education in the county. How best to promote the balanced development of quality education, how to solve the relatively limited educational resources allocation issues, especially how reasonable integration of regional resources for basic education to meet the development needs of education, increasingly become an important issue for the government.In this paper, we based on the theoretical basis of balanced regional development in the compulsory and effective integration of resources, combined the current situation of Shizong County compulsory education, especially the practical problems in the urban primary schools. We conducted investigation through surveys and field trips to find effective solutions to the new school operational mechanism, thus to meet the challenges that Shizong county urban primary schools face. The goal is to make full, effective and efficient use of limited educational resources, gradually realize balanced development and education equity Shizong county urban primary education, set reference for healthy and scientific development of education for rural schools.To achieve the basic goal of Shizong County urban primary resource integration and balanced development, we propose to set up Urban Primary Education Management Center as a breakthrough, based on "open, sharing, cooperation, win-win" basis, to create shared view in "creating, building, researching, operating and ownership” mechanism. The near-term goal is to complete initial integration which includes the reasonable allocation of human resources and financial resources; the mid-term goal is to implement operation adjustments, which means toning the school system management; the long-term goal is to realize the in-depth integration to achieve sustainable and healthy development of each school and establish educational characteristics of the brand, improve education quality taste.Meanwhile, studies have suggested that the integration of resources and balanced development to be gradually achieve the following objectives:First, integration of resources to achieve five sharing, including the sharing of resources management, sharing of human resource, sharing of facilities, sharing of environmental resources, sharing of information resources.The second is to do five “unified”, unified arrangements including the exchange of personnel, unified file management, unified organization of teaching, quality monitoring unified, unified training and research on school management.Third, the implementation of five policy on incentives strategy, including principals driven strategy, bundling strategy evaluation, features integration strategy, leading policy issues, teacher radiation policy.Fourth, set up five integrated concept development, including the development of an integrated inter-school, institution building systematic, in-depth exchange of experience, the classroom with the connotation of research, educational resources digitized.Fifth ultimately allow each school to obtain independent, personalized and comprehensive five development goals, including the coordination of development, balanced development, content development, feature development, high-quality development. And to achieve the objectives put forward workable ideas recommendation.
