On The Farmer Education Policy Development In China

China, as an agricultural country with a large population of farmers, farmer education is directly related to the success or failure concerning the building of harmonious society and the construction of new socialist countryside, which will restrict the quality improvement of the whole nation. The farmer education policy (FEP) is a set of conduct standards about farmer education to realize some particular farmer education goals made by the nation and the government. It is a series of policy texts and summations involving in laws, standards, programs, outlines, measures, methods and rules about farmer education, providing definite administrative requirements of objects, principles, orientations, ways, approaches and strategies to guide, regulate and guarantee fanner education and its implementation. However, the status of the current FEP in the education policy system has been rather weak and marginalized for a long time, resulting in its decentralization and dispersion with lots of problems. So, it is difficult for the FEP to function effectively under the new situations. In view of this, on the basis of expounding the historical development, the status quo, and the oncoming suggestions of the FEP, the paper systematically probes into the theoretic and practical problems during the development process of the FEP as well as its solutions, hoping to provide some theoretical guidance to the FEP fonnulation in the future, for the sake of improving the legitimation and rationality of the FEP in our country.The paper consists of the following eight parts:Introduction relates why to choose the theme. It states some related researches about agriculture, countryside and fanner——the "three rural issues", fanner education research at home and abroad, education policy, the FEP, etc., to mainly figures out the research reason, research groundwork and research design.Chapter 1 overviews "the FEP in our country". It clearly defines the inner and external connotations about fanner, farmer education, and the FEP. It concludes that the FEP is characterized by compensation, publicity and socialization besides some common attributes such as objectivity, multifunction, authority, and stability, which plays important role in leadership, regulation, and guarantee.Chapter 2 reviews "the history of the FEP in our country" from ancient, modern times to the founding of the PRC. It presents the development features, existing problems and successful experiences of the FEP respectively according to the chronological order, taking history as a mirror to see what enlightenment we can get to perfect our current FEP.Chapter 3 examines "the problems and reasons of the FEP". By surveying the present FEP with the value perspectives of justice, legality, science and efficiency, it finds out many problems including centralized decision-making and implementation authority without sound mechanism, redundant departments with poor coordination, unfavorable operation environment lacking of legal protection, weakness in the power of fanner education research with limited theoretical atmosphere, backward and deficient content, arbitrary, separation from the reality, insufficient policy explanation and publicity, undisciplined and careless policy execution, and so on.Chapter 4 discusses "the standpoint of value of the FEP development". It covers the value purport and praxis basis that the FEP issue and promotion should follow from the theoretical and practical perspectives. It tries to explore the promising approaches to facilitate the FEP from the view of human resource development and investment theory, lifelong learning and learning society construction theory, and public policy design theory.Chapter 5 explains "the essential ideological thinking of the FEP development". It attempts to improve the FEP quality and facilitate its development from the platform, content and progress by gradually and deeply constructing the FEP system, which regards the FEP system as a foundation, content completion as a prerequisite, and implementation regulation as an approach.Chapter 6 articulates "the core tasks of the FEP development in our country". Focused on the matters of the FEP development in the background of the new countryside construction, centered on the policy optimization problems relating to farmer’s cultural education and survival skill education, it further studies the main tasks of both education policies by analyzing the actuality of farmer literacy and skill education.Chapter 7 offers "the recommendations to ensure the FEP development". On account of the essence of the FEP development course, it puts forward that boosting the democratization progress of FEP consultant, building monitory and publicity mechanism, strengthening management organization construction, paying attention to the overall evaluation will direct at and serve farmer education praxis fairly well.
