| Universities play an important role in the process of changing scientific andtechnological achievements into productivity. Meanwhile, they are also the key force in thescientific and technological progress. Universities are the core of China’s innovation system.The operation efficiency of their scientific and technological achievements is one of theimportant factors to reflect the level and capability of the national technological innovation.Operation mode can influence the operation and operation efficiency of scientific andtechnological achievements in universities, so proper operation mode can bring moreeconomic and social benefits and promote the innovation of science and technology.This paper tends to analyze the process, types of operation mode and operatingmechanism of S&T achievements in universities of our country based on the study ofoperation experience of S&T achievements in universities both at home and abroad.Meanwhile, evaluate the operation performance in order to find out where they needimproving and perfecting. This is helpful to know the practical condition of universities’resources and needs, and beneficial to encourage universities to choose suitable operationmode, improve transformation efficiency, accelerate the industrialization process fromscientific and technological innovation to scientific and technological achievements, promotethe industrial structure upgrading, and finally enhance the economic and social benefits andS&T innovation.This paper mainly summarizes the experience and lessons of S&T achievementsoperation both at home and abroad in terms of economic benefits, social benefits, S&Tinnovation, and also compares with those abroad. It is proved that there’s a big gap whateverin economic benefits, social benefits or S&T innovation. The operation modes of universities’S&T achievements in foreign countries provide an experience reference for our country.This paper analyzes the operation process and mechanism of universities’ S&Tachievements. First, analyze the the definition, types and characteristics of universities’ S&Tachievements, define some relative concepts of universities’ S&T achievements operation,such as the meaning and connotation of S&T achievements operation. Second, classify theoperation stage of universities’ S&T achievements, which is divided into three stages,including achievements production, achievements transition and achievements application.Then analyze tasks and targets of different stages. Third, make a systematically analysis on operating mechanism of universities’ S&T achievements from dynamic mechanism, demandand supply mechanism, investment mechanism and interest distribution mechanism and so on.The paper analyzes the operation mode types and operating mechanism of universities’S&T achievements. First, define the connotation of operation mode of universities’ S&Tachievements; second, analyze the gambling behaviors between achievements suppliers anddemanders, the government and achievement suppliers, the government and the achievementdemanders, the intermediary organizations and other main bodies; finally, divide the operationmodes of universities’ S&T achievements in our country into six types based on gamingamong main bodies and make a careful analysis on each type.This paper also builds and demonstrates the optimization model of operation mode ofS&T achievements in universities. First, analyze the the influential factors for operation modeselection of universities’ scientific and technological achievements, including main factors,driving factors, risk factors and obstacle factors. Then, analyze the selection way of operationmode of universities’ S&T achievements, including establishing optimization model ofoperation mode of S&T achievements in universities and empirically analyzing it. Next comesthe matching process and choice analysis, introduce the matching principles and procedures,then make choices based on their actual conditions of universities and provide methods andreferences for universities to choose operation mode suitable for their own development.This paper establishes a performance evaluation system of operation modes inuniversities. First, the primary index system for evaluation is established, and set upevaluation index system by using eigenvalue method on group decision to identify keyindexes. Then, set up index standards and results level standards; decide evaluation indexweights by grid access method and fuzzy Borda method, and choose samples to empiricallyevaluate and analyze the performances of operation modes in universities, thus providedecision-making basis for improving their performance.This paper also studies the security system of S&T achievements operation. Based on theanalysis and discussion in the previous chapters, this paper recommends following measuresto ensure smooth operation and improve operation performance: updating the concepts ofS&T achievements operation, optimizing operation environment, broadening financingchannels, strengthening general control, better building operation team and intensifyingstrategic cooperation of enterprises, universities and institutes. |
