Local undergraduate universities play a more and more important role in the process of higher education popularization. Through cultivating applied talents, they offer service to the local economy. How to ensure the quality of local undergraduate education has aroused widespread attention of the society. National Medium and Long-term Education Reform and Development Plan Outline(2010-2020) put particularly emphasis on the classification of higher education,’Using the tool of policy guidance and resource allocation, the government should set up classification system and categorized management for higher education, guide reasonable orientation and overcome the homogeneity tendency, help the universities form their own style and characteristics and obtain first-class level at their own special areas.’Guided by the applied talent cultivation orientation, local undergraduate university needs to improve its quality in teaching ability and talent cultivation in order to serve the local economic and social development.Teaching ability is closely related to education quality. It is also very important quality of teachers. Local undergraduate universities are no exception. Only through improving teaching ability, can the local undergraduate university improve its quality of teaching and talent cultivation. Improving teacher’s professional level and teaching ability is also a national requirement. The Ministry of Education put particular emphasis on improving teacher’s teaching ability. The special talent cultivation orientation requires teachers of local undergraduate universities master both general teaching ability and special teaching ability that suitable for cultivating applied talents. We need to strengthen the cultivation of applied teaching ability in the local undergraduate universities, with particular emphasis on creativity and practicability. Based on a survey of a local undergraduate university, the thesis tries to find the existing problems of teaching ability, and put forward countermeasures.The thesis is divided into six parts. The introduction part introduces the significance of improving the teacher’s teaching ability in the local undergraduate universities and colleges. The domestic and foreign research situation and the structure of the paper is presented. The first chapter defines the core concepts and put forward the significance of developing teaching ability in the local undergraduate universities and colleges. Chapter two discusses the theory of ability from the perspective of philosophy, psychology and management, then analyzes the general teaching ability and special teaching ability in the local undergraduate universities. Constructing special teaching ability of local undergraduate universities is an innovation of this paper. Chapter three is the research part. It analyzes the present situation and existing problems of a local undergraduate university from the aspects of general teaching ability and special teaching ability, the restrictive factors of teaching ability is also discussed. Chapter four constructs the ideal theoretical model for the teaching ability development and proposes practical teaching ability development strategy of local undergraduate university teachers.
