Career decision making is of vital significance both for decision makers’ personal fulfillments and for economic and social development of China. China’s new industrialization is short of innovative project management talents, who have to meet both technical and managerial requirements of the job. Thus career decision making is especially important for project management personnel. Foreign countries have studied career decision making for over 100 years while China has only nearly 20 years researching history; meanwhile there are few researches on career decision making for certain group of people. This paper brings the concepts of knowledge mining and dynamic management into career decision making research and makes qualitative and quantitative research on the methods and management of career decision making. The research purpose is to provide instructions for project management personnel to make accurate self-evaluation at the beginning and in the middle of this profession so as to make rational decisions and to give reference to universities and human resource departments.(1) Analysis of the key factors for project management personnel’s career success. On the basis of current situation of project management personnel’s career decision making, this paper analyzes the causes and influencing factors for decision making and construct an analyzing model for decision making difficulties. Also this paper makes use of successful case study of Linkedin project management personnel and explores the key factors for career success.(2) Construction of the decision making model by cloud decision tree classification techniques and creation of decision making rules. This paper applies decision tree classification techniques from knowledge mining to classify factors related to project management personnel’s decision making and creates decision making rules which can also be used by other talents. Due to numerous influencing factors, this paper firstly uses rough set theory on attributes reduction, then converses the hardly quantified and dispersed attributes by cloud model and makes data discretization, and finally carries empirical analysis through, which is to offer instructions for project management personnel to make career decision with the help of results analysis from Linkedin data.(3) Building of the evaluation model for project management personnel’decision making. This paper studies the advantages and disadvantages of subjective and objective weighting approaches which are frequently used at present, applies degree of membership from fuzzy mathematics to AHP(Analytic Hierarchy Process)which is attached to subjective weighting approach and puts forward triangular Fuzzy Extend AHP, combines the weights got from entropy weighting model which is subordinated to objective weighting approach, and builds an appropriate decision making evaluation model for project management personnel. After that the feasibility of evaluation model is proved by real data from Linkedin.(4) Establishment of dynamic management mode and management system framework for project management personnel’s career decision making. According to the characteristics of project management personnel and exploration of career decision management, the dynamic management mode and operating mechanism have been established. WBS, process design and supporting management have been studied too. On the basis of feasibility and requirements analysis, this paper designs the function modules, analyzes key techniques and sets up a three-tier structure of the dynamic management system for project management personnel’s decision making.In a word, career decision making is studied from a new perspective. This paper starts with present situation of project management personnel’s decision making, analyzes influencing factors, constructs a career decision making model through the use of decision tree classification techniques from knowledge mining, creates decision making rules and establishes evaluation index system and WBS of dynamic management system. In this research, the qualitative problems are quantified and the decision theory is applied to career decision making. The paper aims to provide a new perspective and path for quantified and rational career decision making and management.
