Under the backround of the scale’ s growing expand of Chinese higher vocational education, the task of assuring the higher vocational education quality is becoming more and more important and challenging. Nowadays, education evaluation has become a popular tool for the education quality assurence all over the world. The purposes of education evaluation are to guarantee the basic quality of teaching and inhance the value of education and promote the continuous improving of teaching. Before the conduction of evaluation practice, properly grasp the value orientation of education evaluation is a primary and fundamental issue. To have a research and reconsideration on the value orientation of higher vocational education will help to correct the practice deviation of evaluation, promote the evaluation function fully and correctly play, maximize the positive effect of the evaluation work.This paper followed the logic route of actual investigation--exploration of theory--rethinking of reality--international comparation--ideal pursuit--implementation path to carry out the reaserch. Before the exploration of value orientation of higher vocational education evaluation, it is necessary to have an analysis on the relevant background materials such as value orientation of education as well as the vocational education thought and so on. Thus, as the literature review and research foundation, chapter 2 teased out the current opinions of education’s value orientation, Chinese vocational education thought and the evolution of its value orientation. As the foundation of following research, this chapter also discussed the basic theory and method of stakeholder’s identification and classification.Value orientation is awalys acting on and guiding people’s practice. Conversely, a certain value orientation must be lying behind one’s social practice. Chapte 3 probed into the actual value orientation of higher vocational education evaluation and introspected the value orientation deviation as well as its sources from the following 4 aspects: investigation and inquiry on the higher vocational education evaluation practice, comparation of the new and old evaluation programs, analysis on the change of higher vocational education quality guarantee and evaluation policies, judgment on the current higher vocational education evaluation institutions.The combination of theory reserch and practice research is a basic rule should be followed in the education research and it is also the need to improve the scientificalness level of education research. From the overall view of the process of human history, a certain value orientation born in some period must be based on its period’s polity, economy, culture system and history settles. Therefore, the exploration of ideal value orientation of higher vocational education evaluation needs not only the theory support, but also objective reality reference. Chapter 4 discussed the internal basis, external evidence and boundary basis of the generation of ideal value orientation of higher vocational education evaluation from three aspects: the speciality of higher vocational education’s nature, the evolution trend of evaluation theory and the basic rules of value orientation’s production. Based on abundant data, chapter 5 systemlly researched the future trend of higher vocational education’s reformation and development, the macro situation of higher vocational education’s development and the basic running status of higher vocational colleges. Besides, this chapter also analyzed the above-mentioned factors’ influence to the seeking of ideal value orientation of higher vocational education evaluation.Scan widely on the international scope to research the foreign country’s practice orientation and features of vocational education evaluation will help to broaden the research train of thought on the research of value orientation of higher vocational education evaluation. Chapter 6 studied America, European Union and Germany’s experience and advantages on the institution design, index system and evaluation models on the vocational education quality assurance and evaluation, and summarized their reference and inspiration to the generation of ideal value orientation of Chinese higher vocational education evaluation and the improvement of evaluation work.Founded on the studies of the above chapters and the further discussion on the evaluation’s ideality and ideal evaluation, as a summary of this paper, chapter 7 finally put forward the value orientation’s ideal pursuit of Chinese higher vocational education evaluation, which included 6 points. In the work of teaching, we should insist the organic unity of instrumental rationality and value rationality on the basis of person’s individual development. In the developing pattern, we should lead the higher vocational colleges to realize initiative development with college-running characteristics. In the evaluation mechanism, we should enhance the independence and objectivity of evaluation work and weaken the administrative color at the same time. In the design of evaluation program, we should give prominence to the recessive elements of the teaching process. In the way of evaluation implementation, we should manage to exalt the college’s inner positivity. In the modality of evaluation implementation, we should manage to realize the normalization, sustainability and dynamic of teaching quality monitoring. In order to advance the practical applicability of theoretical study results, this paper also discussed 2 approach ways to the ideal value orientation of Chinese higher vocational education evaluation. The first one is to optimize and reconstruct the evaluation institutions and mechanisms of higher vocational education from 6 aspects. The second one is to innovate the modality of evaluation and study the application of monitoring evaluation.Possible innovation points of this paper included 3 aspects. The first one was to propose the ideal value orientation of higher vocational education evaluation through the rethinking on the shortages of the current value orientation. The second one was to systematically compare and analyze the institution designs, index systems, evaluation models of some foreigen countries, to have the research scope expanded with the the original first-hand data. The third one was to bring forward countermeasures and suggestions for the reconstruction of evaluation system, and explicitly elaborate the connotation, concept, evaluation model, key points of implementation of monitoring evaluation for the first time in China.
