From the 1980's, with the reform of educational system unceasingly thorough, the higher education of our country entered the new historical stage, stepping into the diverse and popular path. As an important part of education system in our country, Vocational education play an special and important role in rejuvenating the nation by relying on science and education. Therefore, choosing a typical province of education as an example to analysis and evaluate the development of higher technical education, meanwhile give the suggestion to sustainable development of education have significant theoretical and practical value.In this paper, choosing the analysis and evaluate of Higher Education Development in Shandong " as the subject, the main contents include the following aspects:1. Analysis of the reality of topics of the background conditions and theoretical significance and practical value, overview the current research situation of Higher Vocational Education, introduce the main idea and contents of this paper;2. Established the role of higher vocational and technical education in our educational system and the function in economic social development;3. Analysis the relationship between higher vocational education and popularity of high education, Higher vocational and technical education ,killed human capital accumulation. Then discussing the development of the higher vocational education in China Necessity according to the results;4. Using questionnaire ,choosing 11 :Vocational-technical School in Shandong Province as example , Investigate Management system of teaching in schools (8 variable factors), teaching conditions (eight variable factors) and teaching effectiveness (eight variable factors) and so on. Using relevant technical analysis software to analysis the survey results;5. Starting from Interpretation of the quality of vocational education , based on higher vocational education evaluation principles, methods and related theories using DEA to evaluate efficiency of higher vocational education in Shandong;6. Learn from the United States, Britain and other developed countries, higher education experience, Integrate Higher vocational and technical education in our country and the overall status of the development of vocational education in Shandong Province and make the suggestion to the sustainable development. To sustained and rapid development higher vocational education in Shandong Province, it needs to comprehensively enhance the quality of teachers, building a highly qualified faculty. Construct combination teaching of industry, academia, and research. Make good efforts to improve the practical ability of students. And implemented in parallel with the academic education and vocational qualification certificate system. Further strengthen the quality curriculum, excellent teaching materials and laboratory training base construction and actively promote the cooperation with enterprises, the establishment of Vocational Education, to enhance the quality of education in vocational colleges, educational resources and to achieve infomationization of educational resources.
