A Study On The Order Of Internal Power Of Chinese Universities

Power is a functional tool for all organizations, including formal organization and informal organization, so is university. However, in our country, in recent years the “power accident” has occurred frequently in the universities known as the ivory tower, which are hardest areas hit by corruption. Compared with other organizations, the corruption cases in the university destroyed the spirits of a nation more easily. No matter how dark a society is, this society will have hope as long as the university is bright. British philosopher Lord Haldane said “The University is the reflection of the national spirits.” The nation will perish once a soul rot sooner or later. It is necessary to consider the “power accident” of the university in anxiety.As the traffic accident is caused by not obeying the traffic rules, "power accident" of the university is the result of destroying power order. The previous studies on the internal power of the university focus more on the relationship between the administrative power and the academic power, not touched the deep-seated problems of the power order. According to this situation, the author takes the "power man" as the basic assumption, using the theory about the power and order system. According to the characteristics of the "concealment" of the power to use behavior observation and reflection, interview and literature research method under the guidance of this methodology in coping research. First, the paper makes research on the basic problems of internal power order of the university from the view of ontology. The internal power order of the university consists of four elements, including the subject of power, the rules of power, the behavior of power and monitoring. According to the differences of the will of subject, the degree of organization and the ownership of leading power, the form of existing, the degree of realization, which is embodied by power order, the internal power order of the university can be divided into 11 types and divided into the upper power order and basic power order. The internal power order of the university has two kinds of mechanism in spontaneous and constructive way and has five basic functions, such as security, specification, improvement, expansion and efficiency. The internal power order of the university has ten evaluation criteria, such as the degree for the people of power, the degree of the rules of power, the balance degree of distribution of power, the degree of power openness, the degree of the power fairness, the degree of the democratic participation, the degree of the authority restriction, the effective degree of power supervision, the fairness degree of results of power operation, the beneficial degree of decision on the development of universities.The internal power order of the university presents the imbalance of rules and structure, out of control, disorder and abnormal phenomenon about power because of the multiple factors. The problems in the internal power order of the university are various, such as the internal factors, external factors of university and power itself.The paper puts forward the methods based on systematic, practical and dialectical principles in order to recover the good condition with the harmonious and orderly, fair and just orientation. To order to build a good mechanism of university internal power, the university should further improve the self-discipline mechanism, the power allocation mechanism, the power operation mechanism, the power restriction mechanism, the power supervision mechanism and the responsibility mechanism.
