School system culture in China has the features, such as obedience, paying attention to unity because of the potential influence of traditional culture. Under the background of the age of globalization and integration, the development of culture shows the characteristics of open, democratization, diversity. The multicultural conflict, fusion and value choice have become the realistic and pressing problem which must be faced in the construction of current school system culture. In this case, the school must have the ability of selection, internalization and construction to the multiculture. The school must also have the culture concept and value orientation about the combination of scientism and humanism. And the most important thing which can reflect the culture concept and value orientation is the school system culture and the value problem of "freedom" and "order" in it.This dissertation is about value orientation of school system culture that is the game between freedom and order. In fact, freedom and order is a combination of eternal contradictions, which are in a dynamic process of the shift. When people pay more attention to freedom, it is bound to damage the maintenance of order to an extent; while when people lay emphasis on order, it will affect the acquisition of freedom to some extent. The reasonable and well-running school system culture must form a tension between freedom and order so that school life has not only stable order but also enough free space. The purpose of this study is to explore the strategy and way of establishing the dynamic balance of freedom and order in the construction of school system culture from the perspective of philosophy of Education.The first chapter is to discuss the theory of school system culture. This part gives a brief summary of some problems such as connotation, characteristics, structure and function and the evaluation of school system culture. Through analyzing the author considers that school system culture is the provision made up of various rules, regulations and procedures, as well as execution. Compared with system itself, system culture, which pays more attention to values inherent in the system, reflects school management concept, human spirit and operation effect. This paper mainly focuses on the value that system culture reflects.The second chapter is to discuss the value connotation of school system culture. In this paper, the value of school system culture mainly refers to the value of freedom and order. It seems that order is the basic value of school system culture, while freedom is the ideal value of it. And as the two major value orientations, both of them are unified, inseparable and interdependent. Therefore we should study on the school system culture from the perspective of value orientation. The value orientation which is closely related to the various kinds of practical activities shows the subjects’ concept of value and practice of value. Meanwhile, it can promote the innovation and development of school system culture. Thus, it is necessary to research into school system culture from aspects of freedom and order, tensions and conflicts, resolution, as well as dynamic balance between freedom and order.The third chapter is to inspect the value of school system culture. This part analyzes its shortcomings and reasons from five representative aspects:curriculum and teaching, academic research, inspection and evaluation, discipline and punishment and personnel system etc. The article shows that it is now labelled a cultural desert in school education because of the lack of understanding in the value orientation of school system culture. From the perspective of values, self-indulgence and discipline mainly exist in reality. The article analyzes the reasons. In order to optimize and innovate the school system culture, the author has reflected on stipulated ideology, influence of traditional culture, expansion of rational tropism and lack of human spirit.The fourth chapter researches on how to rebuild the public school education system. This part is to discuss the value orientation, the path of reconstruction and implementing strategy of school system culture. First of all, to execute free development of individuals, the innovation of the public school education system, which should be realized through dynamic balance between freedom and rules, is suggested from the targets and process. Secondly, it has been clearly suggested that humanism, democracy and legal awareness should be practiced and that consistency of rules and individualism, consistency of traditions and reality, consistency of power regulation and rights guarantee and consistency of upholding basic ethics and satisfaction of human demands should be dealt with properly during the practice. Last but not least, some strategic and constructive ideas, from the four aspects of diversity and choices, conversation and communication, democracy and participance, opening and inter-activities, which are based on the samples of the school system culture, are suggested.To sum up, by discussing the value connotation of school system culture, modern concepts of school system culture are defined. The strategies of how to deal with the relations between traditions and realty, democracy and autocracy, ethics and humanism and power regulation and rights guarantee. It is hoped that through the innovation of the public school education system, the dynamic balance between freedom and order can be achieved, as a result of which, better situations of regulation and spiritual freedom can be realized in the campus life which is experienced by both teachers and students.
