Study On Service Capability And Influencing Factors In The Family Planning Technical Service Institutes In The County And Township Of Three Provinces

Family planning technical service institution is the part of health resources. There are five general functions which include publicity and education, technical services, personnel training, the release of drug and instruments, information consultation. It is the main department that undertakes and carries out high-quality family planning technical services, also is the main positions that implement contraceptive birth control measures and improve the level of people's reproductive health.The technological level of family planning technical service institution directly influences the vast majority of our resident's demand, use and satisfies to family planning service, also related to the level of people's reproductive health. In the past period of time, family planning technical service institution plays an extremely important role in improving the health level and reproductive behavior of peasant, especially the vast numbers of women of childbearing age in reproductive health and health education. However, with the economic and social development, the changes in medical model, development of population and family planning strategy, family planning technical service institution is also faced with many problems and difficulties. In order to understand the service capability and influencing factors in the family planning technical service institutes in the county and township of china, we investigate the family planning technical service institutes in the county and township in Shandong, Jiangxi, Gansu provinces.The main purpose of this study is to describe present service status of family planning technical service institutions in the counties and townships, discuss and analyze the factors which influence the service capabilities, provide measures and advices for improving the service capabilities, perfect the roles of family planningtechnical service institutions, and provide some references to carry out relatedresearch.Concrete research objectives include:1. Describe the status and trends of family planning technical service institutions and analyze the problems.2. Investigate and analyze the status and problems of family planning technical service utilization.3. Analyze and discuss the factors which influence the service capabilities of family planning technical service institutions.4. According to the above results of the analysis, provide the appropriate scientific basis for making policies and proposals.Research methods:In this study, the date is mainly from two parts: existing date review and scene date investigate. After organizing and inputting the date, use spss13.0 and stata10.0 to statistic and analyze the date. Use descriptive analysis method to describe the basic situation of the family planning technical service institutions. Construct the panel data model to statistic and analyze the factors which influence the service capabilities of family planning technical service institutions. Add the qualitative interviews date to analyze the factors which influence the service capabilities of family planning technical service institutions and help explain the results of quantitative analysis.The main research results:1.The resources in family planning technical service institutions: (1) Human resources: The number of family planning services personnel was an upward trend year after year, the proportion of professional and technical personnel has increased, but it cannot meet the growing technology services demand. The distribution of interregional personnel structure is unreasonable; the lack of high-tech talent has become the main obstacles to the development of family planning technical service institutions; continuing medical education and professional technical training is relatively lagging behind. (2)Infrastructure construction: The investment in infrastructure is insufficient; there is unbalanced resources in infrastructure construction among regions. Allocate ratio of instruments is not high. The update speed of instrument is slower. (3) Income and expenses: the income and expenses is generally good in the family planning service institutes in the county and township of three provinces. the majority of institutions are balance of payments.2. Service capabilities: All the institutions are able to provide contraception, birth control, healthy pregnancy and scientific nurture, reproductive health, but the basic service capability requirements are different between county and township institutions; All the institutions have strong capabilities in the term of providing contraception, birth control, birth, reproductive health services for women of childbearing age, but the volume of services are not balance among provinces.3.The factors of service capabilities include: (1)External environmental factors: including political, legal, policy system, socio-economic development level, culture and education; (2) industry factors: including the development of related services, health care; (3) internal environmental factors, including human resources quality and structure, equipment and housing construction, investment scale, management systems, service environment, service attitude.Policy implications:1. Improve the operational standards and quality of professional and technical personnel, and promote the professional construction of family planning team.2. Increase the government financial support, and improve the service capability of grass-roots family planning technical service institution.3. Extend the service, and give priority to the development of cost-effective family planning services.4. Family planning services require the active coordinate and support of the whole society.5. Make the service environment and service attitude better, improve body image and quality of service.6. Step up publicity to create characteristics of service brand.
