The management of urban construction land planning, as the management of urban construction land use planning, is the basic task and core content of urban planning management. It proposes some theories and methods of urban construction land planning management based on project planning management theory and system analysis method, which are applied to the urban construction land planning management in Tianjin city.1. The paper analyzes the stakeholders composition and their agency relationship in the process of urban construction land planning, points out the possible game results; proposes the solutions to harmonize the contradiction and conflicts between the stakeholders, i.e., importing the concept of governance in the planning and approval process, strengthening the depth and breadth of public participation, using debate-style planning and perfecting the regime of Town Planning Board and the Town Planning Appeal Board system to ensure public participation and debate-style planning system operation.2. It builds circulation system of land reserves capital on the analysis of funds risk of land reserves; establishes dynamics model to discuss the demand for construction land; builds the best reserves scale of urban construction land, and gives further analysis of the adaptability of the model.3. It gives a simple analysis of ways on construction land use rights establishment and of affections to the land market; using game theory, discusses the motivation of the behaviors that developers collude, as well as the government conspiracy with developers during the construction land use right transfer process, and carries out the corresponding countermeasures.4. In order to evaluate the effect of urban construction land planning management it builds the evaluation index system whose evaluation criteria is optimal allocation degree of urban construction land and applying AHP method gives the weights of indexes.
