Modern Service Industry Agglomeration Area Development Mode Of Investment And Financing

As China’s economic aggregate ranked as the world’s second largest entity, the pressure of economicdevelopment transformation and upgrading is increasing. How to realize the transformation from industrialeconomy to service economy, also improve proportion of service industry added value in GDP, become theimminent task. China’s12th"national economic and social development five-year plan" place the service industryin a very important position, put forward "to promote the service industry development as the optimization andupgrading of industrial structure strategy, create an enabling policy and institutional environment for thedevelopment of service industry, develop new fields, new industries, and new hotspots, promote the scale, brandand network services, the overall goal is to improve the level and proportion of service industry in GDP". Also,put forward three implementation paths,which are to accelerate the development of producer service industry,develop the life service industry, and create a favorable environment for the development of service industry.Therefore, vigorously develop the service industry, give priority to the development of modern service industryhas become an urgent task for China’s economic development. China drew experience from international modernservice industry agglomeration zones, and develpoed and constructed modern service industry agglomerationareas, such as Shanghai Pudong New Zone, Beijing Financial Street, Tianjin Binhai New Area, etc. which hasbecome an important growth pole of China’s regional economic development, also played an importantdemonstrating effect in the process of industrial transformation.Based on the research demand and focus, firstly, this paper analyzed the theories of modern service industry,modern service industry agglomeration zone and the regional development investing and financing mode. On thisbasis, this paper analyzed the developing mode of6internarional mature modern service industry agglomerationzones, such as city of London, Canary Wharf, New York Manhattan, Paris La Défense, Dubai internationalfinancial center and the Paris new zone. At the same time, this paper analysed the typical developing modes ofdomestic modern service industry agglomeration zones such as Beijing Financial Street, CBD and expansion zone,Tianjin Binhai New Zone Central Business District, Shanghai Pudong New Zone, Fujian Pingtan experimentationzone and Zhuhai Hengqin new zone, summed up the main characteristics and also summarized the main problems.Basing on the research of the industries, the developing modes and financing modes of modern service industryagglomeration zones, this paper selected Shenzhen Qianhai Shenzhen-Hong Kong Modern Service IndustryCooperation Zone as the sample, carries on design of the industries, developing modes and financing modes, andthe development and construction of nearly three years of investment in fixed assets is estimated, balanced theinvestment demand and supply. Finally, based on the theoretical research and the simulation analysis, this paperpointed at the main problems of China’s modern service industry agglomeration zones developing mode andfinancing mode, put forward the suggestions from the aspects of institutional mechanisms, policy environmentsand safeguard measures, to provide reference for the development of other modern service industry agglomeration zones.The innovation points and the main research results of this paper are：1. In this paper, through the selection of international modern service industry agglomeration zonedevelopment comparative study of mature6sample zones and the demestic5modern service industryrepresentative cluster development mode, put forward the international modern service industry agglomerationdistrict development for our reference model, and elaborated China’s modern service industry clustering existsdistrict development problems in the existing research results, this is the first time.2. Put forward the development process and implementation points at each stage of modern service industryagglomeration zones. According to the research on the regional development model, this paper put forward theimplementation points from the preparation stage, land development stage, and construction stage. In the processof demonstration research, development process and implementation points at each stage has been applied in thedevelopmeng process of Shenzhen Qianhai Shenzhen-Hong Kong Modern Service Industry Cooperation Zone.3. Make comparison research on the financing mode of modern service industry agglomeration zone.Analysis on specific method based on independent financing mode, direct financing mode of developmentcompany and the introduction of social investors and financing mode one by one, put forward its implementationpath, comparing its scope of application, the cost of financing, refines the advantages and drawbacks of each kindof financing mode, it will helpful to provide decision-making reference for our country other modern serviceindustry agglomeration zones to select development financing mode.4. Explored the innovative financing mode of modern service industry agglomeration zone development. Inview of the policy environment in China at present, the innovation of financial tools, put forward to issue RMBbonds in Hongkong and cross-border RMB loans as a means of financing innovation in regional development, andthe implementation of path, advantages and disadvantages are analyzed.5. In view of the major problems of development mode and investment and financing mode for China’smodern service industry agglomeration zone, this paper put forward a series of proposals on institutionalmechanisms, policy environment and safeguard measures, such as "change the management mechanism" and soon, have some originality.
