According the plans of high-speed railway and civil aviation, China’s high-speed railway and civil aviation will show a fast development trend for a period of time in the future and then form the dense high-speed passenger transport network in east-central China. These two modes of transport both aim at fast passenger transport. The high degree of consistency of the transport product determines the substitute relationship between them in passenger transport, resulting in the highly competitive space relationship. From the operation status of the existing lines of high-speed railway and civil aviation, the trend of vicious competition has been highlighted. If the situation of independent action and imbalanced development continues, it will inevitably lead to a huge waste of manpower, material and money. This paper comprehensively applies transport economics, technical economics, game theory and other relevant theories to make an in-depth study on the passenger transport competition and harmonious development between high-speed railway and civil aviation. The main research contents of this paper are as follows:(1) Basic theory introduction related to the research of this paper. The paper elaborates upon the industrial attribute, natural attribute and economic attribute of the high-speed passenger transport industry as well as the high-speed passenger market demand in terms of theory from the attributes of the transportation industry and the demands of transportation. On this basis, it combines the definition, characteristics and role of the transportation market and the monopoly market behavior to analyze the relevant connotations of the high-speed passenger market and give a detailed description of the technical and economic characteristics of high-speed railway and civil aviation.(2) Analysis of the competitive relationship between high-speed railway and civil aviation under the influence of the different factors. According to the disaggregate relevant theories and calculation method, through the description of the macro and micro factors influencing the passengers’ selection of types of transportation, the paper selects the influential factors, establishes the Binary Logit model describing the passenger transport competition between high-speed railway and civil aviation along Wuhan--Guangzhou High-Speed Railway, designs the questionnaire for field survey to obtain statistical data, excludes the influential data according to the correlation between the factors and calibrates the parameters of the model. On this basis, it makes a comprehensive analysis of the appropriate changes of the competitive relationship between high-speed railway and civil aviation when the cost of fares, journey distance, time before and after the journey and cost before and after the journey change.(3) High-speed passenger transport collaborative pricing study with the game theory as the core. With the factors in the formation of the transport price, transport pricing and equilibrium price as the theoretical basis, the paper makes an analysis on the process of the collaborative pricing according to Steinberg Model, establishes the pricing model describing the process of the collaborative pricing with the bi-level programming model and selects the sensitivity analysis method to make the analysis on the collaborative pricing between high-speed railroad and civil aviation in Wuhan and Guangzhou based on the actual operation data and under two constraints of original passenger flow and induced passenger flow.(4) Study on the collaborative layout of high-speed railway and civil aviation with the lowest generalized construction costs and the high-speed passenger transport network efficiency as the optimization objectives. With the actual construction costs of high-speed railway and civil aviation as the data for analysis, the paper selects the partial indicators of network structure and service quality evaluation of the high-speed passenger transport to establish the double-objective collaborative layout model; meanwhile, with the provinces Shijiazhuang-Guangzhou high-speed railway passes as the study area, it uses the genetic algorithm to solve the weighted double-objective function, explore the layout of the proposed airports in the study area with different objective weights and put forward the relevant suggestions on the harmonious development of passenger transport between high-speed railway and civil aviation.
