Path To Realizing Regional Modernization Basically

The thesis focused on the path of regional modernization basically based on the case study of Jiangsu Province. After thorough review of existed modernization theories and economic development theories, discrimination of major modernization patterns all over the world, and creative research on processes and laws of regional modernization, the thesis tried to construct a new theoretical tool for analyzing regional modernization, thus widen and deepen the theory of regional modernization. The dynamic mechanisms and optional paths of regional modernization were investigated, empirical research on Jiangsu Province were made, therefore guidelines, principles, targets and its contents, index system of regional modernization were suggested by the author. Using the successful modernization examples of developing countries for reference, the thesis studied the proper fields of government leading to boost modernization, and proposed the adaptive considerations of government acting on regional modernization in developed areas of developing countries according to the real situation of Jiangsu Province. Afterwards, the rational thinking of guiding practice of regional modernization with index system was put forward. That is one of executing government roles on regional modernization.The author took West Europe and North America as important references and made a review for developing countries to advance modernization, then took Latin America and East Asia as main patterns of modernization, and inspected their development processes, main characters, evolutive trends and backside sources, and researched deeply on advantages and disadvantages of these patterns.Beyond the limitation of analyzing modernization modes from the view of region, the writer investigated the political and economic system which reflected the features of regional modernization, analyzed the regional modernization pattern further, and generalized four combinations of political and economic system in world history of modernization, such as:market economy+democratic politics, market economy+centralized politics, planned economy+centralized politics, mixed economy+ centralized politics. It reveals the pros and cons of all different patterns of regional modernization and also provides a framework that can be used to choose from. The thesis studied the practices and divided the phases of China modernization, and analyzed the three basic features of modernization with Chinese characteristics: conforming to the situation in china, conforming to the essence of socialism, conforming to the general rules of international modernization, then studied the strategy of regional modernization in China. In case study of Jiangsu Province, the thesis analyzed the problems confronted in East China, and brought forward the initial thinking about regional modernization.The thesis made an initial research on regional modernization rules, and constructed a set of regional modernization rules composed by three dimensions:the rule of time-order—stage, some industries in one area could take the lead in growth, but the institutive creation must keep the pace in time so as to provide the necessary support for economic flying; the rule of structure—function, some fields could take the lead in realizing modernization, but the structural tearing between economic and social development should be deterred, so as to avoid the Latin American Trap; the rule of space—region, some areas in one country could take the lead in realizing modernization, however the administrative and market forces should be exercised comprehensively to avoid the extension of interregional gap in development. This research enriched the theoretical achievement.According to the regional modernization law, the thesis subdivided the targets of regional modernization:final targets and periodical targets by time-order—stage rule, qualitative targets and quantitative targets by structure—function rule, leading regional targets and following regional targets by space—region rule. After reviewing general theories of regional modernization, the thesis analyzed the main drive powers of regional modernization:new-type industrialization, new-type urbanization, innovation driven development, marketization and economic internationalization.The author studied the path to the regional modernization, and pointed out the three main paths are industrialization, intellectualization and ecologicalization. The main paths could not be overstepped while the special way could be alternated. The path to the modernization in the developed region of developing countries has been analyzed in this study and proposes on how to choose the special path were discussed as well. Applied the theories of regional modernization and institutional economics, the thesis analyzed the government function on guiding modernization in developing countries deeply. Taken Korea as a successful example on East Asian modernization, the author revealed the effective and efficient fields of government function on modernization. Enlightened by Jiangsu case, the thesis made the detailed study on government roles in modernization in developed regions of developing countries, including promotion of government transition, market transformation, function convert, and strategic emphasis transfer. Finally, theoretical considerations are given to guide regional modernization with index system.
