Since the reform and opening up,the gross value of industrial output of our country has increased at a rapid pace,making it the largest manufacturing country in the world,but problems such as the insufficiency of independent innovation ability and the heavy foreign dependence on external countries have seriously restrict the development of industry in our country.In this context,achieving innovation-driven development and promoting the dynamic adjustment and reconstruction of the industrial chain have become a solution.General Secretary Xi Jinping pointed out that innovation is the first impetus to guide the development and is the strategic support to build a modern economic system,and that the innovation chain should be deployed around the industrial chain and the industrial chain should be laid out around the innovation chain.On the basis of a systematic review of the development of the industrial sectors and industrial chains in China,this paper identifies the key factors that influence innovation activities in the industrial sectors in China under the perspective of industrial chains and drawing on the theories of innovation and spillover effects.At the same time,spatial weight matrices are also constructed based on the horizontal and vertical linkages and spillover effects of industrial chains to examine the influential factors of industrial innovation practices and their spillover effects,in the hope of contributing new ideas to the development of innovation in the industrial sector.The main conclusions of this paper show that:(1)There is a positive spillover effect of inter-industry innovation behaviour,and the growth of sectoral R&D results is driven up by each other among related industries,forming a chain transmission mechanism.The forward spillover effect of the industry chain is a stronger spillover than that of backward spillover.(2)The increase in R&D funding promotes the level of innovation in the industry,and the horizontal spillover effect is not significant,the forward spillover effect and the backward spillover effect exhibit asymmetrical characteristics.Excessive R&D personnel investment,the increase in the cost of talent grabbing and the difficulty of disseminating knowledge and technology by researchers have inhibited the innovation of the industry.(3)The R&D funding from Government has failed to drive a parallel increase in the level of innovation in the sector.Backward spillover has more powerful driving effect than horizontal and forward spillover.The government R&D investment leads to innovation in upstream sectors through the demand of downstream sectors.(4)The foreign direct investment and technology absorption inputs and their spillover effects have no remarkable impact on innovation of the industrial sector in China.The increase in the level of innovation by external agents is short-term,and it is necessary to rely more on its own innovation resources to improve the capacity of independent innovation.The increase of marketisation promotes innovation in the industry,while the expansion of industry scale and the amount of profit are not the decisive factors for innovation in the industry.The policy recommendations put forward in this paper are as follows:(1)The reform of the research project management system should be actively promoted,and a long-term mechanism for R&D investment could be established to reasonably allocate R&D funds and enhance the efficiency of capital utilisation.(2)Allocate the human resources reasonably and avoid improper competition for talents,and delegate the right of self-determination to the scientific research units and scientific researchers.(3)The government should optimise public services,build up the innovation platforms,and safeguard the main role of enterprises in the innovation process,as well as enhance the continuity,relevance and coordination of industrial policies.(4)Advance the progress of marketisation,and release the vigour of innovation,as well as optimise the mode of utilising foreign investment and strengthen the independent innovation.(5)Actively promote actions to strengthen and complement the industrial chain and enhance the modernisation of the industrial chain.
