Research On The Formulation Mechanism And Evaluation Indexing System Of Innovative City

With the rapid development of knowledge economy and the expansion of economic globalization, relying on the traditional capital, labor and other basic factors of production has failed to meet the needs of human society development. Innovation now gradually be considered as the impregnable crucial factor up to the countries, and down to the firms in competitive wave. City is the national economic and social component unit, and also is an important carrier of enterprise’s survival and development, the development of city affects the future of a country, decides the fate of an enterprise. As a kind of more healthy, more enduring mode of development, innovative city become the first choice of the governments around the world, but as Rome was not built in a day, the establishment of an innovative city could not be accomplished in an action, it should be constructed by the basis of some theory of pertinence. On January2010, the National Development and Reform Commission agreed in principle that sixteen cities became national pilot innovative cities, which formally lifted the prelude of constructing innovative city in China. So, establish the perfect theory system and evaluation model of the innovative city has more long-term guiding significance. This paper is based on this objective.Based on comprehensive analysis and summarizes the practical experience and research achievements of innovative city, this paper using empirical induction, theoretical comparison and integration, explore method and mathematical modeling analysis and other methods to make a comprehensive and systematic study analysis on innovative city, and draw the following aspects of theory research:First of all, gives innovative city a brand-new definition and illustrates the feature, inscape, formation mechanism and development pattern of innovative city. Secondly, puts forward the specific indexes of evaluation on innovative city, establishes a set of operable mathematical model of evaluation index system accords with national conditions, and make a model analysis on main innovative city in the world. Thirdly, summarize the construction pattern and the development way of the existing innovation city, carries on the evaluation indicator system and mathematical model to judge the existing innovation city whether reasonable and perfectly.Finally this papers summarized the whole content, put forward the thesis deficiency, and illustrate the author’s viewpoints on the theoretical and empirical studies of the future development of innovative city.
