Regionality Of Village And Town Planning Urder China’s Rapid Urbanization Period

Along with the arrival of the rapid urbanization period, village and town planninghas become a core issue in the process of China’s urbanization. However, the traditionalvillage and town planning has led to a series of fails by copying the technique system ofurban planning. This dissertation carries out research on the Regionality of Village andTown Planning (RVTP) to the question mentioned above.By employing research methods such as combination of theoretical study andpractical application, and GIS based exploratory spatial data analysis, the article doesresearch works as follows: firstly, by analysising characteristics and problems of therapid urbanization process, as well as its requirement of RVTP, the article presentsa main thinking of researching RVTP urder China’s rapid urbanization period. Secondly,the article draws a conclusion of the major hierarchy of RVTP from analysising therelevance of village and town development, and constructs a technical framework ofRVTP based on the analysis of the systematicness of village and town region. Thirdly,this paper carries out researches on the four component parts, including objectivessystem, planning strategies, contents system and implementation mechanism, of thetechnical framework of RVTP separately. Finally, this paper standardizes the technicalframework of RVTP in a form of planning guidelines on its major hierarchy.Through the studies mentioned above, the article comes to conclusions asfollows:1) along with the arrival of the rapid urbanization period, village and townplanning has become a core issue in the process of China’s urbanization, but it does notadapt to the new situations of New Countryside Construction and Healthy Urbanization,thus the RVTP should be reinforced;2) RVTP is based on the regionality of village andtown development, which is the spatial reflecton of its relevance and systematicness;3)the former studies of RVTP are lack of systematicness in constructing theoreticalframework from targets to means, and in which the understanding of RVTP has beenrestricted to settlements system planning;4) according to the lack of effectiveregulatory mechanism, RVTP could be a new adjustment method against thenegative externality form rapid urbanization process, and it should have thecharacteristic of government regulation and rural self-organization both;5) the major hierarchy of RVTP is determined by the homogeneous relevance of village andtown development, and urder China’s rapid urbanization period, it should be township;6) the main function part of village and town region is laying out of the ruralsettlements, thus village and town planning should change its ideas to Natureand Ecology first.
