On The System Of Social Management Construction And Its Consummation

The observation and consideration on China social management should be based on the transferring society from tradition to modern. With the rapid development of socialism reform and opening up and market economy, Chinese society is in the course of deep social change, various kinds of social contradictions and problems are becoming more and more serious. How to meet the requirements and demands in new situations; to reinforce the social management function; and to enhance the public service, have already become a serious problem to governments at all levels. Therefore, the research and study of social management are particularly important. Building up a harmonious socialism society needs our endeavor in all aspects. Meanwhile, according to the new characteristics in new developing situation in China, it needs us especially to establish the scientific development view firmly, insist on people first, innovate and perfect social management system. This takes precedence over all other affaires. Therefore the law of present China social management's exploration and studying of are particularly important. To structure the socialist harmonious society includes numerous construction contents. And according to the new situations and new characteristics of present socio-economic development of our country, it is the task of top priority even more to firm to establish scientific development view, to insist on people first and to innovate and perfect social management system. This thesis has discussed the definition of social management, and pointed out three basic key elements of social management: the goal of social management; the objects and subjects of social management which form integrity of the social administrative system. Because social management system has such characteristics as pluralism, complexity, interdynamic and systematicness,etc. The reconstruction of social management system should be on the base of such ideas that modern social management is interdynamic course of government interference in accordance with nonprofit organization as intermediary; town and county autonomy as the base as well as extensively public participation. Our nation's traditional social management mode is highly centralized management with the government and the society highly unity which resulted in the lack of self-management and self-development of society and finally influence the coordination and harmonious development of society. The current situation of the social management system of our country has a great deal of questions, mainly in two aspects such as, government's social management system facing the severe challenge and lagging behind of the social management development as social autonomy. After analyzing the current situation of social management of our country, this dissertation has looked deeply into the Chinese social management on the basis of the following four theories: political culture; state and society; pluralism governance and democratic politics, etc. and this will be helpful to construction of perfect system. On the approaches of how to construct and perfect Chinese social management from the perspective of goal, objects and subjects of social management, this article reconsider and reconstruct the Chinese social management. Furthermore, in the new national and social relationships, the double management mode should be reinforced. The double management mode contains two kinds of managements: administration-dominated management and governmental management through social organizations. Of the way of China's social management system's construction and consummation, this text reflects the path of social management system's reconstruction and perfection from four aspects such as the socialist ideas of social management, social management subjects' reconstruction, government's regulation and control of the third sectors' organizations, the improvement of the social management styles.
