| Recent years, relying on high investment resources, labor and capital factors, China's economy has made remarkable achievements. However, with the acceleration of industrialization and urbanization process, the shortage of energy resources, serious environmental pollution, ecosystem degradation and other issues become increasingly prominent, and become a bottleneck of sustainable economic and social development, ecological civilization is imperative. To this end,18th CCP general construction of ecological civilization into socialist modernization "five in one" overall layout height, eighth Fifth Plenary further proposed innovation, coordination, green, open, sharing "five development concept",ecology civilization has become an important task and key development areas in the New Century. In view of this, analysis of the economic mechanism and difficult problems of ecological civilization construction, evaluate the performance of the ecological civilization construction, and explore its constraints, then put forward proposals to promote the construction of ecological civilization, which has important theoretical value and practical significance.This paper explains the connotation characteristics of ecological civilization, noted that the construction of ecological civilization is a profound change which involved the mode of production, lifestyles, values and other aspects. During this process, there is a contradiction between the individual interests and public interests, local interests and overall interests, immediate interests and long-term interests. Along with the interest adjustments of ecological civilization construction, government, enterprise, consumer will expand behavioral game for the benefit demand. Due to the presence of public goods and external problems of ecological civilization, the market mechanism can't automatically adjust the economic actors spontaneously participate in the construction of ecological civilization, which need appropriate institutional arrangements to regulate and constraints of economic agents, at the same time, design incentive structures compatible with the system, which coordinate the interests relation between builders and beneficiaries, to mobilize participation and motivation of economic agents. Based on the above analysis, this paper construct a analytical framework of interests relationship-behavioral game-institutional arrangements-incentive structure, and then analysis the economic construction of ecological civilization construction from the four aspects, interpretation systematically the difficult problems and restrictive factors of ecological civilization construction. On this basis, from the theoretical to the practical level, indicate that ecological civilization construction with mode of production and lifestyle changing as the way, with formal and informal institutions for the protection of, with natural harmony, economic stability and social civilization as the target, thereby constructing evaluation index system, and objective evaluation of 2003?2012 China's overall state of ecological civilization construction practice based on principal component analysis and analyze its influencing factors. Further, starting from the differentiation background of resources and ecological environment, economic and social development level in the eastern, central and western regions, this paper comparative analysis performance of ecological civilization construction in different regions of eastern, central and western based on SBM-Undesirable model, and use of Tobit panel data model analysis five factors impact on promoting the construction of ecological civilization performance in three regions, five factors include economic development, political system, cultural attitudes, urban and rural social, as well as disaster loss. Provide a realistic basis of proposing effective measures to promote the construction of ecological civilization. Finally, based on theoretical explanation and empirical analysis, offered realization of ecological civilization construction, that is coordinate the interests as the core, behavioral change as the foundation, improve the system as protection, and improve the incentive structure as guide, and design specific policy measures to promote construction of ecological civilization, include technology policy, fiscal policy, industrial policy, and financial policy, Further propose appropriate countermeasures for different performance and factor of eastern, central and western in different region.Innovations at this paper are:First, build a analytical framework of economic Mechanism of ecological civilization construction.
