Study On The Construction Method Of Enterprise Safety Culture

With the accident prevention methods gradually improve from the simple relying on technical means to the height of the comprehensive prevention of technology and behavior control,safety culture which is a part of the organizational behavior of the "2-4" model has been paid more and more attention by the business and academic circles.However,the existing research on the definition of safety culture has not yet reached a consensus,resulting in construction content,construction methods,and construction level evaluation index are not clear.This has brought many difficulties to the construction of enterprise safety culture.Many enterprises can not accurately determine their own level of safety culture even the level in the same industry,or domestic and overseas enterprises.And many enterprises have a phenomenon that the blind construction and copying the situation in the construction of safety culture.Enterprise safety culture construction method has become a common concern of academic and business circles.In order to provide a set of safety culture construction method to the enterprise,this study along the leading clue is " the definition of safety culture—content—level measurement—construction approach—effect evaluation ".First,by the methods of literature analysis,redefine the theoretical basis of safety culture construction method—the definition of safety culture.Secondly,using the independent sample T test and regression analysis,the validity of the safety culture quantitative measurement method proposed by the research team is verified.On this basis,combined with the safety culture data measured by the research team from 2007 to 2015,this paper analyzes the safety culture level and the difference of the enterprises,the four types of industries,the 11 th Five-Year Plan and the 12 th Five-Year Plan in China.Thirdly,combining with the definition of safety culture,this paper analyzes the approach of safety culture construction,and takes the special safety culture carrier of safety culture theme park and safety culture manual as an example,analyze its construction status and problem and put forward the construction strategy of carrier.Finally,based on the "2-4" model of behavior safety,this paper constructs the evaluation index system of safety culture construction level,introduces the triangular fuzzy number and gray relational analysis,designs the fuzzy gray correlation comprehensive evaluation method of safety culture construction level,analyzes the evaluation method Validate the validation.The main conclusions are as follows:(1)Clear the definition and content of safety culture.The concept of safety culture is defined as a series of safety concepts that are shared with each employee at each level,and are related to the safety work.Their essence is attributed to the ideological and spiritual aspects.The contents of safety culture are safety concept entries,including the importance of safety,the degree of prevention of accidents and other 30 safety concepts.(2)It is proved that the safety culture quantitative measurement method is effective and can be used as part of the enterprise safety culture construction method.The safety culture score has a significant difference between the poor performance of poor business performance and the poor performance of the enterprise(T=-4.598,Sig.=0.000),which is one of the indicators that can be used as a distinction between safety performance and business performance.Safety culture on the death rate of one million tons of mortality: million tons of mortality = 9.030-0.113 × safe culture level,safety culture has a better predictive effect on safety performance(R2 = 0.322).Safety culture is composed of six factors: safety commitment,safety participation,safety responsibility,safety organization,safety practice and safety management system.The regression equation of six factors to one million tons of mortality is: Ton mortality = 0.544-0.038 × safety commitment-0.015 × safety practice awareness-0.022 × safety participation level-0.014 × safety responsibility awareness-0.013 × safety management system quality-0.011 × safety agencies,six factors on the safety performance has a good predictive effect(R2 = 0.558).(3)Clear the level of China's enterprise safety culture level and the best international business gap.1)The overall level of safety culture of Chinese enterprises is 77.4 points,which is equivalent to 84.7% of the best international safety performance level of safety performance,but there is still a big gap in the level of international safety performance.2)China's enterprise management safety culture level of the enterprise management,technical personnel,class leaders and frontline staff were 78.8 points,77.4 points,77.6 points and 76.7 points respectively,which is equivalent to about 84% of the safety culture level of the same kind of safety personnel.There are still a lot of room for improvement;3)China's enterprises in the 19 safety culture elements of the scores are among the best international safety performance of enterprises,poor safety performance of enterprises in these elements on the score,and China's enterprises need to pay attention to the construction element of safety performance.(4)Clear the domestic coal,oil,construction,electricity four categories of safety culture level and its differences.1)The safety culture level of the oil industry in the four categories was the highest,the safety culture score was 78.8,and the safety culture level of the power industry and the coal industry was followed by the safety culture score of 77.7 points and 77.3 points respectively.The safety culture of the construction industry(79.9 points),the coal industry(78.9 points),the construction of the water industry(79.9 points),the coal industry(78.9 points),the construction industry(78 points),the coal industry(77.1 points),the construction industry(75.2 points);in the team leader(76 points),the level of safety and culture level of professional staff,followed by the oil industry(79 points),power industry(78.2 points)(77.3 points),the power industry(77.3 points),the construction industry(76.4 points);in the front-line staff safety culture level,the coal industry(76.9 points),the level of safety culture level,followed by the oil industry(80.3 points),coal industry)And the power industry(76.9 points)tied for the highest,the oil industry(76.4 points)followed by the construction industry(74.4 points)the lowest;3)the oil industry and the coal industry in the 22 safety culture elements of the score are four categories of industry scores higher or highest,and the construction industry in addition to the role of safety in the understanding of the formation of safety systems,the injured workers on the care were the highest score,in the other 23 of the safety culture elements of the score are four categories of industry scoring lower or lowest,the power industry in the 21 safety culture elements are the four categories of industry scoring lower or lowest.(5)Clear the "11th Five-Year" and "12th Five-Year" domestic safety culture level and its differences.1)"11th Five-Year" domestic safety culture overall level of 76.8 points,"12th five-Year" domestic safety culture overall level of 78.1 points."12th Five-Year" relative to the "11th Five-Year" domestic safety culture level increased by 1.3 points,the increase is relatively limited;2)"12th Five-Year " period,whether it is management,technical personnel,class leader or frontline staff,safety culture scores higher than the "11th Five-Year" period of similar staff safety and culture level.But the first-line staff safety and culture scoring growth rate of the largest,1.8 points,professionals and managers of the safety culture score growth rate followed,respectively,1.7 points and 1.5 points,while the smallest growth rate is the team leader,only 0.1 Minute.Indicating that the "12th Five-Year" period,China's business managers pay more attention to the concept of safety,safety concepts spread to front-line staff,in order to enhance front-line staff safety awareness and safety knowledge;3)Relative to the "11th Five-Year",the "12th Five-Year" period of China's 23 safety and culture elements of the scores have improved,especially in the treatment of safety performance,safety performance mastery,overall safety expectations,emergency Capacity,amateur safety management and the role of amateur safety organizations,the "12th Five-Year " relative to the "11th Five-Year" score increased by more than 3 points.However,in the safety of creating economic benefits,the main responsibility for safety production,the linear department is responsible for safety and facilities satisfaction four safety culture elements,"12th Five-Year " during the score appeared a significant decline.(6)Reveals the domestic safety culture theme park construction problems and improve the countermeasures.Lack of safety culture substantive content,in fact,more like a safety theme park and other safety culture theme park construction of the main problems.Safety culture theme park should improve the accident promotion area,safety culture definition area,safety culture elements(safety concept)area,safety law area,study inspection area,and improve a variety of carriers and means to promote safety concept and its related content.(7)Constructs the evaluation index system of safety culture level based on "2-4" model of behavior safety.The level of safety culture construction evaluation index system includes the concept of safety concept,the understanding of safety concept,the carrier condition of safety concept,the quality of safety management system,the quality of safety training,the situation of staff violation,the situation of physical hazard investigation,the quality of accident statistics work safety performance of the basic situation of the nine first-level evaluation indicators,as well as the concept of safety concept,the safety concept of relevance and other 27 secondary evaluation indicators,can cover the national safety culture construction demonstration enterprise evaluation standards in addition to occupational health other than the primary evaluation index,to express the safety culture of the accident prevention of the clear role.(8)It is valid to verify the fuzzy gray correlation comprehensive evaluation method of safety culture construction level.This paper evaluates the level of safety culture construction of four enterprises in Daxing District of Beijing by using the fuzzy gray correlation comprehensive evaluation method.The results are in accordance with the results of the selection of safety culture demonstration enterprises in Beijing.The method can achieve the level of enterprise safety culture construction level,used to evaluate the level of enterprise safety culture construction is effective.
