On The Fair Administration Of Chinese Provincial Government(Since1978)

The government is the dominant force to achieve fairness, fair administration of government means realizing economic and social fairness by political fairness. Fair administration of provincial government is the backbone to achieve economic and social fairness, it has important significance in promoting the whole process of the Chinese government fair aoministration and realizing economic and social fairness. According to the horizontal and vertical analysis to fair administration of provincial government since1978, the article treat fair administration of provincial government as research object, take the four elements:fair administration idea, fair administration system, fair administration behavior, fair administration performance as content.In this way, fair administration of the Chinese provincial government is divided into three types, that is independent, adaptive,executing. The main part of this paper includes six chapters:The first chapter constructs the basic theory of fair administration of provincial government. However, the performance of fair administration need to further improve due to the continuous effect of development gap.The third chapter analyzes the independent fair administration of provincial government. The independent fair administration is the administration that provincial government actively realize fair development through various administrative way. On the one hand, it pursues the administration idea of development and service, the construction of administration system reflects the characteristics of multiple-layered hierarchy structure and actively institutional change divergence. On the other hand, it can realize the dynamic coordination of administrative behavior and two-way response to government-society interaction and show the whole consistency and the internal level differences. Overall, the independent fair administration shows initiative in the fair administration of government, the elements chain progressively evolves and the the two-way interactive effect between the economic development and fair administration is also obvious.
