Trinary Community Governance:Flexibity And Elimination

As the micro-basis of our society, community governance has become the main pattern of social governance of our country. Due to the binary household registration system in previous history, community governance has been imprinted with the characteristic of separation administration of city and country". The cancellation of household registration system leads to the acceleration of urban-rural integration as well as social integration. The boundary between "urban community" and rural community" is no longer clear-cut and the exclusion of "rural resident groups" from"urban resident groups" has been altered, especially in developed areas like the Pearl River Delta, there appeared three distinct groups-"rural groups", "urban groups" and "immigrant groups"-co-exist in the same city and the same community. Thus, community governance has entered the era of "trinary community governance". Since the beginning of community studies, social medium criticizes the pattern of collective economic community but corresponding academic studies are very rare. Based on the above analysis, this paper puts forward the concept of "trinary community " and analyzes governance flexibility and elimination strategies of this paradigm. Different from the division of community type like urban community, rural community and village inside city, trinary community refers to three distinct groups-"rural groups", "urban groups" and "immigrant groups"-coexist with each other under the dual institution of household registration and village membership. Since the three groups different in social status, income, welfare and residential areas, they have different psychological identification and thus constructs "trinary community". This also implies that the urban-rural dual structure is no longer applicable. Moreover the dichotomy between Traditional and modern, farmers and Citizen, rural and urban, ritual and the rule of law, acquaintances and strangers of social is unfit for the current situation. On the basis of the governance theory of "continuous interaction", this paper connects group interests with organizational structure within community governance contexts.Specifically speaking, based on social governance theory and social structural tensions theory this paper adopts methods of field study and participant observationac This paper regards trinary community as the study object and focuses on"interest groups and organizational structure". It explores and exhibits the transitivity, unstability and dynamism of trinary community, the formation of conflicts caused by dramatic change of rural-urban relations, and the corresponding management strategies of trinary community."Trinary community" in Nanhai is determined by its unique path of non-agricultural. In the early 1980s, after widespread implementation of Household Contract Responsibility System in rural areas in China, Nanhai created a different approach, relying on the collective land to participate in the industrialization. This mode in Nanhai determines its profit distribution rules, providing mode of public service.The farmers' way to share the achievements of industrialization are very different from other modes, thus forming a relatively unique relationship between urban and rural areas of "Hidden wealth in Village":the counter-urbanization based on rural prosperity.The "magnet" effect of the interests in collective economics attracts many floating population, but the closure of the community public life rules out these outsiders attempting to share their interests, forming rift between natives and floating population. There are about 463000 city census register population under the same situation with these 1.4 million floating population. What the two groups have in common is that they are not the rural collective joint-stock system of "person", all belong to "no money", having no stock dividend rights. As a result, the rural collective joint-stock cooperative system becomes the second line dividing the locals into two major interest groups that one group shares stock dividends while the other has nothing. Compared with the boundary made by household registration system, the gap caused by the rural collective joint-stock system is more difficult to overstep, because it involves a greater interest and deeper right and treatment problem. At this point, under the strengthening of the household registration and village cadastral dual system, the resident population of Nanhai district is obviously divided into three parts:the floating population group, the citizen groupwhose members are out of the collective economic organization, and the farmer group whosemembers belong to collective economic organization or shareholders. The three groups show the outline of "trinary community". Of course, the floating population wants to obtain the collective benefits brought by the economic development,because they contributed to local development. While in reality the locals tend to be exclusive. Moreover, with the continuous adjustment of the economic interest pattern of the rural landscape, in village with higher stock dividends, the "urban residents changed from rural residents" ask to move back, and the "out-married women" ask to participate in the equity allocation. These problems make the hidden deep contradictions in the locals between the group with stock dividend and the group without stock dividend began to sharpen and expose. The diverse interests appeal conflict has become a normal social phenomenon in many communities in Nanhai.In the process of rapid urbanization, many problems in the NanHai at the basic level, do not insight the unique connotation of external stress and inner tension about "Trinary community". Under the situation of urbanization in rural communities which have its external form, its management kernel did not realize the transformation of non-agricultural. The organizational structure of the "Trinary community" which was the people's commune in the age of 3 all collective category, the difference is that it has changed just on appellation. However, the governance structure of the people's commune period has not essentially changed. The people's commune, production brigade and production have turned into present towns administrative villages, natural villages, in the meanwhile economic team took the place of the previous production, more concentration on redistribution of the collective income; Enterprise community replaced the production brigade, more involved in community welfare and security, and the formulation and implementation of community development plan and rural social development of the community residents living environment. The tension of organizational structure and interest groups differentiation make up the inner tension of "Trinary community", whose nature is that Trinary interest groups and unified organization structure do not match well. Specifically, with group differentiation gradually, organization structure is in focus. Besides, the renewal of the organizational structure seriously lagged behind the differentiation of the beneficial groups, which resulted in the dislocation structure between"interest group" and "organization structure".Therefore, the governance essence of "Trinary community is to comb the relationship between "interest group" and "organization structure", and erase the anxiety from both external and internal tension. Through reforms such as "village change", "the separation of administration and community ", and "the separation of politics and economics, it aims to eliminate the difference between cities and villages and the difference between local and overseas. On the one hand, it aims to reconstruct the order of rural collective economics, and standard collective economic to achieve marketization and socialization. On the other hand, they will try to separate the autonomous organization from the economic organization in oder to return to its essence. Re-factoring "directors in charge of service, cooperative manager in charge of economics, Party committee in charge of total coordination ", a separated governance mode of community, which transforms the relationship between the organization and the group, and turn previous groups attached to the organizations into organization serving the community, and juggles the demands of three kinds of different interest groups within the community. In order to responde to the differentiation of the interests of organizational structure of creativity, diversified organization dealing, and diversified social structure and interests. Make farmers a profession, not an identity; get rid of rich villagers and dub them with"membership shareholders". Then, the poor villagers can be called"farmers" in the same status with "workers". Villagers and membership shareholders as to the identity of the rights and responsibilities are different, it can no longer be simply called the villagers sharing bonus, so as to break the institutional barrier of the collective economy. Village will stand, and so does the identity of farmers. The people's commune system, however, will face its termination.
