The Model Construction And Path Exploration Of Urban Public Security Co Governance

In the stage of risk society and social transformation,the multiple,damaged,complexity of the city emergency public safety incidents and governance capability have lots of contradictions,which decided the traditional government single subject,divided,fragment of the mode of governance is difficult to continue.Therefore,the government needs to find a new model of urban public security.Governance theory provides us with a useful perspective.The core idea of Governance theory is government,market and society to achieve common participation in public affairs through cooperation,consultation and partnership,Which provided the city public security governance model innovation the theoretical and practice reference value.Starting from this idea,in the city public security governance,government should change the past single subject,divided,fragment of the governance model,form the government,non government organization,enterprises and citizen effective coordination,network governance mode.This paper seeks to draw lessons for innovation from the home and abroad research on the city public security management,from the historical evolution of the Chinese City Public Security Governance and the experiences of western city public security governance mode of city public safety,put forward effective cooperative network governance mode.City public security network management mode is the effective coordination of government,non-governmental organizations,enterprises and citizens to construction cooperation network system in city public security governance process,organizations and individuals of different nature and background in network information,adjust the goals,build trust,integration of resources,the formation of multi angle multi level interaction,governance and make decision on common city public security affairs.This model emphasizes the coordination and integration of government,non-governmental organizations,enterprises and citizens to multiple social resources,collaborative action across organizational boundaries,helps to overcome the single subject of governance failure,improve the city public safety management performance.Collaborative management of urban public security is a complex system engineering.In theory,the realization of effective coordination of urban public security governance is a gradual process from multiple subjects to the realization of synergy.In the current Chinese cities,public safety incidents occur frequently,not only a wide variety,but also a variety of forms.Obviously,if there is no network governance body,consistent with the goal of sound and effective interaction and complementary functions,operational system of coordination mechanism,city public security governance will fall into chaos,unable to realize the safe and sustainable development of the city.Therefore,based on the governance theory,put forward the "Subject pluralism--shaped structure--multi subject interactive--the selection of mechanism--to realize collaborative" effective coordination framework of network governance,from multi subject construction,network structure,shape,multi subject interactive coordination mechanism of four layers,found and the analysis of the main problems of the city public security coordination network governance mode and put forward the city public safety effective path to realize the multi subject cooperative network governance mode.The results show that the city public security coordination network governance is a new governance mode,in this mode,the city public security management does not rely solely on the single subject and decentralized governance model,but more dependent on various contracts,negotiation,cooperation network consisting of multiple subjects in the network coordination sharing of information,fostering trust,integration of resources,and efficient supply force in city public security products.In short,to achieve the city public security coordination network governance model need to strengthen the city public safety administration of multi subject cooperation,shaping the city public security governance network structure,realize the city public security management,multi subject interactive,select effective city public security governance coordination mechanism.
