Party Leadership And Grassroots Social Governance Research

Among the strategic goals to propel modernization of national governance system and capacity at the new age,grassroots social governance,as the footstone of social governance,is an indispensible part.Under the current background of China,to promote social governance at grassroots level must rely on strengthening and improving CPC's leadership,and making full use of it as the core.CPC's leading position on grassroots social governance is the necessary demand for itself to further strengthen its construction,to improve and better its leading methods and to constantly consolidate its ruling foundation.Therefore,to conduct this research on CPC's leadership and social governance at grassroots level,and thus to explore the Party's selection on routes to grassroots social governance,is an important and unavoidable problem for the Party's and the Society's construction of China.There are several problems to conduct research on strengthening and improving the Party's leadership on grassroots social governance,both theoretically and practically.This dissertation,under the guidance of materialistic dialectics,by a comprehensive use of research methods as historical,systematical,analytical and comparative ones,analyzes the theoretical basis,historical experience and real background of the Party's leadership on grassroots social governance from theory,history to reality,mainly from perspectives of different disciplines such as Party building,sociology,political science,etc.On the above basis,the dissertation raises six routes for the Party's leadership on grassroots social governance,thus to provide consultation on this work.Besides the introduction,the dissertation includes four chapters with its major contents as below.Chapter one is a theoretical summary on CPC's leadership and grassroots social governance.This Chapter analyses and explains fundamental theories on the Party's leadership and social governance,and thus clarifies theoretical basis and framework of the dissertation.For the Party's leadership,power of influence is its core element,which comes from recognition and support of common people.As the ruling Party,CPC's leadership on society must rely on making full use of its functions as expression of social interests,leading of society,as well as organizing and mobilizing.For social governance,taking "good governance" as its target and multi-participating in governance as fundamental requirement,it emphasizes that multi-entities as the country,the parties and the society all taking part in interaction and coordination,and highlighting the growth of self-governance of the society.Meanwhile,this part explains the relationship between the Party's leadership and grassroots social governance,which is to realize the goal of grassroots social governance must rely on strengthening the Party's leadership,and to propel grassroots social governance is the necessary demand to consolidate the Party's ruling foundation.In Chapter two,a historical exploration is conduct against the Party's leadership on grassroots social governance.This Chapter lays out analysis on the historical exploration of the change of mode of the Party's leadership on grassroots social construction from control to management and to governance since the founding of new China.It concludes characteristics and experiences at different historical periods.From three major dimensions namely concept and way of CPC's leadership,grassroots social management mode and system,as well as economic system and social form at the time,I divide the practical exploration of the Party's leading on grassroots social governance into four periods.The first period is from 1949 to 1978,which was a control mode at grassroots level under a highly centralized leadership system.In this period,urban units and rural communes were main systematical containers.Its notable characteristic is a highly concentrated leadership of the Party,which means the Party could replace political organs and could manage all affairs.Thus social self-governance is very weak.The second period is from 1978 to 2002,which saw a transition from a traditional grassroots social management mode to a modernized one.The reform and opening-up process as well as the gradual establishment of the socialist market economy brought to China's society profound transformation.Urban units and rural communes broke apart gradually,while reform exploration began on new grassroots management mode in accordance with market economy.The third period is from 2002 to 2012,when a modern grassroots management system was initially established,the Party's leadership on this section entered a self-consciously construction phase,people centered,fair and justice management concepts was gradually strengthened,and a modernized grassroots social management mode,which bore urban and rural communities as its main carrier,has gradually established.The last period is from 2012 to today,during which time an overall and deep reform is conduct on grassroots social governance mode.Social governance concept is formally raised,social comprehensive governance is enhanced by the assistance of service-oriented grassroots organization construction,social vitality is further motivated by the participation into practice by multi-entities,and legal guarantee is highly emphasized.Chapter three is the real background and function orientation of CPC's leadership on grassroots social governance.This chapter gives an analysis to the social reality faced by CPC's leadership on grassroots social governance as well as its function orientation.From the status of social development,now China is in a profound reform period of time,in which social structure has been continuously polarized,a multi-interests structure has been rebuilt,social self-governance power is initiated,while a "stranger-linked" social relation network is re-constructed.Under such social realities,the function orientation of the CPC's leadership on grassroots governance shall keep up with time,which means the following four aspects:first,it should maintain social stability by mitigating conflicts at grassroots level;second.it should integrate multi-element of society by coordinating dividend of interests;third,it should remodel social order by building rules and norms;fourth,it should mobilized social powers by motivating social vitality.The fourth chapter pictures the route selection of CPC's leadership on social governance at grassroots level.In this chapter,on the basis of an analysis on the theoretical,historical and real background,in light of the overall requirement of social governance pattern as leaded by Party comities,dominated by government,coordinated by society,participated by the pubic,guaranteed by law,and the innovation and development of social governance concepts and practice since the 18th Party Congress,six routes is examined from the angles of strengthening Party building,especially at grassroots level,and of improving Party's leadership.First of all,a leading and core function of the Party must be reinforced.On this basis,the Party's political leading function shall be fully performed,and a unified leadership on grassroots social governance shall be strengthened.Secondly,grassroots Party construction shall lead its social governance,shall promote an overall coverage by grassroots level Party organizations and a setup on different sections,and shall strengthen "two-way support"function and service by them.Thirdly,grassroots level social organizations shall be developed,and their active effect shall be weighed and performed.Various methods shall be taken to cultivated and promote their development and at the same time a correct political trend shall be led and mastered.fourthly,grassroots citizens shall be broadly mobilized to participate in.we should fully recognize the importance of grassroots people's participation into governance.We should lead actively the routes and mechanism of the participation by grassroots and take full advantages of the Party's mass lines and mass work.Fifthly,legalization process must be propelled on grassroots level social governance,necessary demand of legal construction must be highlighted,legalization system construction on grassroots social governance must be polished,and the leading position of grassroots Party construction must be insisted.Last but not least,we shall innovate internet plus grassroots level Party organizations construction in new media age,cope actively with new situations and challenges in this age,promote internet plus grassroots Party construction,and reinforce the dominating capacity to internet by Party organizations at grassroots level.
