Kyrgyzstan,which is located in the heart of Eurasia,is a small and narrow mountain country with less developed economy and less social civilization,which belongs to a relatively poor and backward country.But its geographical position is very special.But its geographical location is very special,connecting Eurasia and the Middle East,being a contending place in a great power,in a sense that belongs to a small and important country in the international pattern.Kyrgyzstan is a typical small country.The basic attribute of this country,with the historical attributes that had long been under the rule of Russia and the Soviet Union,regulates the basic orientation of the foreign policy after the disintegration of the Soviet Union.The former decides that the survival appeal of the small country is higher than the motive of the status appeal,and tries to maximize its own interests.Therefore,it is the basic strategic option of the government to choose the balanced diplomacy between the big powers.The latter determines that the major powers have different influence on the internal development and foreign policy orientation of the Kyrgyzstan.Compared with major powers such as the US and Europe,Russia can still use traditional political,economic,social and other leverage to exert influence on Kyrgyzstan beyond its comprehensive national strength.Under the dual pressure of the internal tasks of national construction and national construction and the balance of the external affairs of Russia and the major powers,the volatility of Kyrgyzstan diplomacy is very obvious.This paper tries to make an analysis of the main problems.First,the foreign affairs of the country must be guided by the internal needs.From the analysis of the national conditions,the thesis will fully grasp its internal conditions and develop diplomacy under the guidance of demand,with the emphasis on respecting the natural environment and regional characteristics,nationality,history,culture and politics.In order to meet the needs of economic development and the needs of national security.Subsequently,this paper analyzes the external environment and dynamic changes faced by the relationship between Kyrgyzstan's development and the external world.The main point of view is that the development of the world needs the greater international action of the country,and the development of Central Asia needs the active participation of Kyrgyzstan,the effective support and cooperation,the competition of the great powers,the cooperation of many countries,and the complex international relations that give the country the opportunity to use external resources;terrorism,the conflict of interests,and the increasingly fierce world confrontation,and also Kyrgyzstan's development of foreign relations has been constrained by many factors.On this basis,this paper gives a comprehensive assessment of the development course of the foreign diplomacy of Kyrgyzstan.It analyzes the gains and losses of the balance diplomacy and economic priority diplomacy of the great powers,and analyzes the current situation of the diplomatic relations of Kyrgyzstan,including the relations between Kyrgyzstan and Russia,the western countries of Kyrgyzstan and the United States and Europe,the Kyrgyzstan and the neighbouring countries of Central Asia.The relationship between Kyrgyzstan and other Islamic countries shows its stages,main characteristics,basic achievements and existing problems.This paper holds that two controlling factors must be taken into consideration in promoting the diplomacy of the country more reasonably: the first is that the country is too small and too poor to achieve sustainable development without large external assistance;and the second is that Kyrgyzstan is in the corner of global instability and is easily affected by some unsafe factors.On the basis of this,this paper also puts forward an improvement path for the future development of Kyrgyzstan diplomacy as a whole: on the basis of pragmatic use of the relationship between great powers,to form an independent strategic system,follow the basic theories and rules of diplomacy,scientifically define diplomatic ideas,the needs of the development of the service countries,and the precise expansion of diplomatic relations.We should play an active role in international and regional cooperation,seize the opportunities for the development of the world and make full use of diplomatic work to promote economic development,social progress and political stability.This paper systematically evaluates the internal conditions,the external environment,the course of development and the success or failure of the multi direction equilibrium diplomacy in Kyrgyzstan after obtaining independent status.On this basis,it puts forward the path choice for the possible improvement in the future.In the end,the policy suggestions on how to further deepen the mutual and mutually beneficial cooperation between the two countries in the new international platform and cooperation framework,such as the Silk Road Economic Belt,between Kyrgyzstan and China are further discussed.The general conclusion is that after more than 20 years of complex transformation,Kyrgyzstan should comply with the latest changes and trends in the international situation,carry out a more robust and effective diplomatic work,create a better external environment for the peaceful development and scientific development of the country,and obtain more stable and efficient external support.
