With the growth of national economy and living standard, the people gradually shift their attention on whether children may enjoy high quality education. As a kind of culture resource, education is playing an increasingly important role, and gradually becomes a core issue in the social structure. As a new educational concept, promoting balanced development of compulsory education is a strategic choice of present development of elementary education. However, whether considering from historical aspect or actual reasons, long-term existence of the dual structure in urban and rural economies is seriously influencing the balanced development of compulsory education. All sectors including education line has paid certain attention to the great disparity and non-balanced development of compulsory education which has been an important subject of education research and reform in the new century. In order to avoid negative impacts of non-balanced development of compulsory education to education quality, population quality, development of economy or social harmony, it has important significance to study how to further promote balanced development of compulsory education and develop education to people's satisfaction with the vision of building a harmonious society.This paper firstly presents a comprehensive review on national and international research on balanced development of education, then defines the concepts and theories of balanced education, equal access to education, and further performs an analysis on the problems encountered in present progress of promoting balanced compulsory education in Harbin as well as the reasons. The author builds an evaluation index system of balanced compulsory education in Harbin, including four first-level indexes education opportunity, distribution of education resources, education quality and education achievements. Therefore, the author positively analyses development of balanced compulsory education in urban and rural Harbin through literature review, collecting data and questionnaires, and finally gives suggestions of how to promote balanced development of compulsory education in Harbin. The paper is focusing on the research on balanced development of compulsory education in urban and rural areas, and places emphasis on building an evaluation index system of compulsory education equalization and positively analysis compulsory education in Harbin. The paper is innovative in giving suggestions on promoting balanced compulsory education development in Harbin based on the conclusions through combining the index data results analysis and questionnaires analysis.
