Innovation and entrepreneurship have risen as a national strategy. As some measures related to innovation and entrepreneurship implemented, people's entrepreneurial spirit is glowing. The new wave of "national entrepreneurship and innovation", "grassroots entrepreneurship" is surging. College students are not only the main force of innovation and entrepreneurship, but also the backbone of the national innovation-driven strategy. Our country is investing a series of resources to promote the work of college students' innovation and entrepreneurship to be carried out. The key link of deepening the work is to improve college students' entrepreneurial ability.This paper carries out the research about college students' entrepreneurial ability and their development resources based on the ideas of relation and development, coordination and evolution, adopting sociology, management and education theories of entrepreneurial process, action and learning, human resources, vocational ability development, resource synergy etc. and using methods like literature analysis, in-depth interviews and questionnaire surveys, theoretical analysis combined with empirical research, qualitative analysis combined with quantitative model. First of all, we define the core concepts of entrepreneurship, college students' entrepreneurship, college students' entrepreneurial resources, coordination, resource synergy etc. according to our research targets and analyze college students' entrepreneurial ability and their development resources in some typical or comparable countries and regions such as the United States, Britain, New Zealand, India, Taiwan etc. extracting the enlightenment and reference for subsequent researches. Secondly, We design the scales of general ability, professional ability, opportunity ability for college students' entrepreneurship through practice, in-depth interviews and reference of achievements and confirm the validity and reliability of these scales by the use of empirical data. And then we explore the differences of types and levels between the nine elements for college students' entrepreneurial ability, innovatively building the cone-shaped structure model for college students' entrepreneurial ability elements with opportunity ability as the leading factor,analyzing the evolution rule of the structure model by combining the theoretical assumption with the actual work and generating the route guidance of ability cultivating. Besides, we design the scales of college students' entrepreneurial resources and its utilization, combing all kinds of existing resources and clearing out the resource elements which have potential or obvious role for developing entrepreneurial ability. We also use empirical data to test the reliability and validity of the scales and examine the fitting situation and assumptions between variables for the structure model. We scientifically judge the direct or indirect effect and its acting force of all kinds of resources on college students' entrepreneurial ability by using empirical method and prove that entrepreneurial resources respectively affect the path and domino of general ability, professional ability, opportunity ability for college students' entrepreneurship. Then, we analyze the internal logic relationship between resource synergy and endogenous power of resources for current college students' entrepreneurial ability development, analyzing the synergy subjects, platform, relations and mode for development resources of college students' entrepreneurial ability and exploring the scientific configuration of resources, joint force of formation, new synergy mechanism which promotes the development of college students' entrepreneurial ability based on the above analysis that single resource can influence the development of ability. As a result, this paper not only analyze the constitution of college students' entrepreneurial ability, but also explore how each component is influenced by resources from all walks of life and further explore how resources collaborate and promote together in order to for multi-dimension and multi-angle theoretical basis for college students' entrepreneurial ability development mechanism. Finally, this paper expound the basic rule in the process of college students' entrepreneurial ability development. We build a "vertical and horizontal” mechanism of college students' entrepreneurial ability development based on structural elements of ability, influencing factors and the collaborative path of development resources as the research foundation and further integrate the current work reality, providing countermeasures and suggestions about the cultivation and development of college students' entrepreneurial ability.Studies show that college students' entrepreneurial ability can be divided into general ability, professional ability, opportunity ability. General ability which consists of self-control ability, learning ability, communication ability and strain ability stays at the bottom of the structure of entrepreneurship ability and tends to be hidden. Professional ability which consists of leadership, management ability, financial ability and innovation ability stays in the middle of the structure of entrepreneurship ability and tends to be dominant. Opportunity ability which is the key to produce entrepreneurship behavior stays at the top of the structure of entrepreneurship ability and also tends to be dominant, leading the direction of entrepreneurial activity. Development of college students' entrepreneurial ability needs good external environment and conditions. Social entrepreneurial resources and their use have a great influence on it. Among them, the effect of the impact on general ability and professional ability from high to low are social network resources, practical training resources, education resources, policy and cultural resources. The effect of the impact on opportunity ability from high to low are social network resources, education teaching resources and practical training resources. In addition, all kinds of entrepreneurial resources directly affect the development of college students' entrepreneurial ability or indirectly affect it after they are used. Policy and cultural resources indirectly affect general ability and professional ability, but have no influence on the opportunity ability. Social network resources not only indirectly affect general ability,but also have direct and indirect influence on the professional ability and opportunity ability. Practical training resources have both direct and indirect effect on general ability, professional ability and opportunity ability. Education teaching resources directly affect all kinds of entrepreneurial abilities. Since resources have great influence,it is necessary to promote and realize the synergy of resource.Development of college students' entrepreneurial ability needs the basis of entrepreneurial process rules, laws of the structure of elements, talents training, resources interaction. There is endogenous power of synergy and model path in the development of entrepreneurial resources. It will be promising to combine those and optimize the development mechanism of college students' entrepreneurial ability from aspects of entrepreneurial teaching system which is interdisciplinary and across the classroom, practice educational system which is three-dimensional and tower-type, social promoting system which is open and agglomerating and policy cultural system which is integrative and radioactive.
