Study On The Publicity And Control Of Community Spontaneous Construction

In today's society,spontaneous community construction behavior can be seen widely in the community both urban and rural.O n the one hand,the creative use of the limited resources and local materials during the spontaneous community construction as well as the abundant spatial and regional characteristics to be shaped have been the concern of researchers.O n the other hand,the city administrators centralize resources for the construction through versatile control and are always abandoning and strongly restricting the uncontrolled spontaneous community construction behavior for the sake of realizing the rapid development.It can be found in the research on the spontaneous community constructio n and cases that the existing studies are limited to analyze the surface of spatial pattern basically.The nature of community voluntary construction has not been adequately analyzed,there is missing referential theoretical support for construction manage rs and it is more difficult to provide the effective advice on control.In the paper,it attempts to explain the rational foundation of the spontaneous community construction from the perspective of philosophical meta-propositions which are spontaneity and consciousness.First of all,the voluntary community construction is the free practice on the level of spontaneity.Secondly,the builders are affected and restricted by space,social relation and policy,and it consciously controls the spontaneous constr uction of the community.During the process,the limitations from space,social relations and policy are inevitable in the social public interaction.In this regard,the voluntary community building is not the completely free construction behavior and it is based on publicity.However,the organization mode is consistent with the self-organizing system for voluntary community construction.After deriving the publicity theory and the theory of self-organization from the philosophical meta-proposition of community spontaneous construction and then introducing into the research framework of the construction,the spontaneous community construction can be defined as: it is one building behavior to effectively supplement the political sphere and the market field construction under the guidance of principal part of social sphere,and it also guided by the main part of rights field,with market participation.At present,there are serious public problems existing in the spontaneous construction of community.Firstly,the uneven distribution of urban and rural public service facilities and the lack of public space lead to a strong willingness to build a bottom-up community voluntarily in the process of rapid urbanization of China.And then,the poor social organizational capacity,chaotic spontaneous construction and insufficient publicity of the subject make it less likely to form an orderly self-organization mechanism.Ultimately,it is separated from the actual needs of the main body of social field when the main part in the power domain makes the public policy.The missing policy publicity makes it difficult to implement,or it is likely to bring social contradictions in the compulsory implementation.Therefore,this paper tries to establish the publicity theory for spontaneous community building,and separately guides voluntary community construction and studies the control strategies on the basis of publicity improvement by combining the actual case experience from the aspects of space publicity,subject publicity a nd policy publicity,so as to provide the referential theoretical support for designers and managers in the way of community building and rural construction.The research consists of seven chapters.In the first chapter,it is to explain the origin of the research,object and concept,and also arrange the framework and the theoretical research path as a whole.And the second chapter is involved in the literature review about spontaneous community construction overall and draws a conclusion that there is a lack of theoretical research after evaluating the existing studies.And the research results of modern publicity theory and complexity self-organization theory are introduced after discussing the philosophical meta-proposition of initiative community construction,and the spontaneous community construction obviously distinguished by self-organization is analyzed to have a public nature.Based on the evolution of publicity and self-organization theory,the publicity theory for spontaneous community building is structured in the third chapter.And after elaborating the theory,extending the connotation and judging the development trend,it summarizes the three levels of voluntary community construction,which are space publicity,subject publicity and policy publicity.Moreover,it also pointed that the publicity issues at present are key in the spontaneous construction of community.From the fourth chapter to the sixth chapter,it is to make a research on control strategy for the initiative construction from the reasons and solutions to the problems existing in the publicity of space,subject and policy and combined with actual cases,in an attempt to set up the control strategy which is multi-dimensional and multidisciplinary.Integrated with the experience in planning design,community building and public policy research for the past few years,the author verifies the theoretical results of the research in the forth to the sixth chapter.In the last part,it is designed to make the research conclusions and sum up the creativity and future prospects of this paper.In the research,the research scope of voluntary community construction is extended,and the theory framework combining publicity with self-organization theory is introduced into voluntary community building.And from the sides of public space guidance,pluralistic community building(especially the role of architectural planners)and the public policy of moderate control,it is to manage and control the initiative community construction,so as to enhance the publicity of the construction.The research achievements play a certain role in guiding the community building,rural construction and other development practice on the level of community construction,and also provide the theoretical basis for impro ving publicity,enhancing collective organizational capacity and creating a better living environment from the community aspect.
