Evaluation On Efficiency Of Technological Innovation In High-Tech Development Zone

Technological innovation is an inexhaustible motive force to promote social and economic development. High-tech development zone, as technological innovation main body, plays a crucial role in the transformation of economic development mode and adjusting the industrial structure. Developing high-tech industries and strengthening the industrial technology innovation, are the important process to promote the construction of an innovative country. In the context of economic globalization and integration, the development of high-tech development zone shows a gradual upward trend. However, lacking of technological innovation is the bottleneck restricting the development of high-tech development zone. Therefore it is necessary for high-tech development zone to evaluate the efficiency of technological innovation. In this paper, high-tech development zone as the research object, base on technological innovation efficiency perspective, select data envelopment analysis (DEA) method, use1995-2011national high-tech development zone input and output data, evaluate the efficiency of technological innovation for the country, the three zones and the administrative divisions. According to the efficiency frontier standards, analyze on technological innovation efficiency improvement. Meanwhile, using Tobit model analyses factors influencing the efficiency of technological innovation in the country and the three zones.The conclusion:the efficiency of technological innovation is low. The administrative divisions and the three zones are quite different in efficiency of technological innovation. Resource of technological innovation exist phenomenon of input redundancy and waste. The analysis of the Tobit model shows that the influence factors are different in the country and the three zones. For the country, the quality of workers, market condition, industrial performance and financial support have a significant impact. Industrial structure, enterprise scale, industrial performance and financial support have a significant positive impact to the eastern region. The quality of workers, industry structure and government support have a significant impact to the central region. Factors including the quality of workers, industrial performance and financial support affect the western region.On the basis drawing abroad experience and lessons, the article proposes some countermeasures as follows:To optimize the allocotion of technological innovation resources and improve the efficiency of resources utilizing; Strengthen education resource inputs, improve talent development scheme; Expand investment channels, sound the system of risk investment; Complete market system, promote technology innovation; Strengthen government guidance, improve the support for policy.
