The Study On Mineral Resources Development And Utilization Strategy And Guarantee System

As blood of economic development,mineral resources have an important strategic status in the national economic and social development.However,there are many difficulties and problems in the process of development and utilization of mineral resources,especially unsustainable utilization of resources,the exploitation and utilization of financing difficulties,multi-party cooperation equilibrium problems in the development process.So,the study on mineral resources development and utilization strategy and guarantee System has become a hot social concern.The studies carry out from four aspects: priority sequence strategy of mineral resources development and utilization;investment and financing strategy of mineral resources development and utilization;cooperative Strategy of mineral resources development and utilization;security systems of mineral resources development and utilization.First,priority sequence strategy of mineral resources development and utilization.On the basis of understanding the decision-making process of the mineral resources development and utilization,identifies the fundamental problems of the decision-making in our country.The decision-making process of the mineral resources development and utilization in our country is top to the base: Ministry of Land and Resources;Office of Land and Resources;Land Resources Bureau.From national to local,general planning of mineral resources divides minerals into three categories: encouraged minerals;limited minerals;banned minerals.However,the classification shows a problem,it can not reveal the priority sequence of all minerals.This paper from five aspects: endowment conditions;market conditions;technical conditions;social and economic conditions;environmental conditions;analysis the influence factors of priority sequence of mineral resources exploitation and utilization.Then,refine twenty evaluation indexes from five influence factors;establish evaluation system of priority sequence of mineral resources exploitation and utilization.Finally,using grey correlation analysis theory to build based on grey correlation analysis of priority sequence model of mineral resources development and utilization.Selecting mineral resources of Hebei Province in 2011 as the research object,through the empirical analysis,the empirical result shows that,the development sequence of the minerals in that province from front to back is,in order,molybdenum ore,cement rock,iron ore,gold ore,silver ore,coal,smash mica,metallurgical dolomite,oil,sandstone for glass,zinc ore,lead ore,zeolite,titanium ore,gypsum,copper ore,manganese ore,navajoite,bauxite and bentonite.The algorithm is not only simple and intuitive,but also improves the efficiency and accuracy of the prioritize division of mineral resource development.Second,investment and financing strategy of mineral resources development and utilizationIn the process of industrial diversification,investment diversification,shareholding diversification;more and more investment and financing modes will be needed: fiscal financing;mineral exploration cooperative finance;equity financing;debt financing;listing financing;financing from international capital markets.However,the problems of capital markets always restrict the investment and financing of mineral resources individuals.Such as institutional deficiencies of exchange of mining right;heavy taxation;legging behind mining enterprise capital markets;unfair financing competition.Learning from overseas investment and financing modes of mineral resources development and utilization,put forward three kinds of investment and financing modes: trust financing;project financing;collection financing.Introduce definitions,operating processes,advantages and disadvantages of three kinds of investment and financing mode.Lastly,based on the advantages of asset securitization financing theory,establish the structure of mineral resource asset securitization model,analysis the operation processes of mineral resource asset securitization,taken A company as an example.Third,cooperative strategy of mineral resources development and utilizationThe cooperation mechanism of mineral resources development and utilization is a multi-level principal-agent relationship.However,because of different interests,the stakeholders show different contradictions in the process of cooperation.This paper considers four stakeholders: central government;local government;mining enterprise;residents.Analysis: the contradictions between central government and local government;the contradictions between government and mining enterprise;the contradictions between government,mining enterprise and residents.The results show that: the contradictions between central government and local government focus on income distribution of financial,distribution of rights,regional contradiction;the contradictions between government and mining enterprise focus on mining right,tax,income distribution;the contradictions between government,mining enterprise and residents focus compensation,employment,environment.Then,based on cooperative game model,put forward cooperative mode of mineral resources development and utilization.Analysis from three different points: based on the input method of interest distribution;based on the contribution method of interest distribution;based on the risk method of interest distribution.The results show that:(1)The total earnings of cooperation better than the total earnings of non-cooperation.(2)Compared cooperation earnings with non-cooperation earnings,it reveals that every stakeholder can get more earnings than non-cooperation,and every stakeholder's earnings improve obviously.(3)Based on sharply value method of cooperative profit distribution,different from equal distribution and prorate distribution.It can consider each stakeholder's contribution.Distribution according to contribution is more scientific and effective.Four,security systems of mineral resources development and utilizationStrengthen the management of mineral resources.To establish a security system of mineral resources development and utilization is very important.From the legal protection,economic security,administrative support,technology support four important aspects,analysis current situations and problems.According the problems,give advises to supplement and perfect the security systems.
