With the formation of the national expressway road network, information and intelligence expressway construction has put on the agenda. More and more stringent requirements have been proposed to expressway standardized management. However,the construction achievements and standardized management are incompatible. Some problems still exist in practice, such as lack of uniform standards in expressway standardized management, operation mechanism of standardized management system being not sound, and lack of attention from the management staff, and insufficiency. In particular, the performance evaluation of the standardized management of the expressway has no systematic researches at home and abroad. These problems seriously hinder the development of expressway management and hammer the significant role of the expressway in the socio-economic development. Thus,in order to improve the expressway standardized management, combining the theories of standardized system engineering and performance evaluation and from two aspects of expressway construction and operation management, this dissertation aims to explore the methods to realize standardized management of expressways and to evaluate the performance of expressway project standardized management.Generally, this dissertation aims to understand the reality, to investigate the mechanism, and finally to develop innovative methods. First, triangle validation method is adopted in this dissertation. Literature analyses, questionnaire surveys and mathematical models (i.e., maturity models) are used in constructing the evaluation criteria system of expressway standardization management from the project lifecycle perspective, which identifies the factors that affecting the standardization level. A total of 15 factors are categorized into five aspects: the standardization level of expressway construction management,the standardization level of expressway operation management, enterprise culture, training system and organization structure. On this basis, the interrelationships between the above five aspects and their integrated influence on expressway project management performance as a whole are explored.During this exploration, structural equation model method and questionnaires are used respectively from the theoretical and empirical level to explore. Then, DEA-FLCA model is built to evaluate the standardized management performance, thereby making contibutions to the research on performance evaluation methods. In order to overcome the defect of traditional DEA methods, which exaggerate the advantages of a single decision-making unit,this dissertation combines the "self-reported" and "mutual report", and puts forward the improved crossover DEA evaluation method. And because experts may give more information in the form of natural language representation for every expressway indicator, an improved crossover DEA-FLCA model which can handle natural language information is conducted, which can effectively reduce the information loss in the process of evaluation, making the evaluation results more objective and comprehensive. As the assessment information is usually uncertain and fuzzy, and the performance evaluation information is multidimensional dimensions(including experts' dimension, item dimension and indicators dimension), a tensor intuitionistic fuzzy entropy performance evaluation model is built. Finally, both the DEA-FLCA model and the tensor intuitionistic fuzzy entropy performance evaluation model improved here are applied to real cases, i.e., six expressways in Henan province.The results of the performance evaluation are indicative of the applicability and effectiveness of these two models, as well as provides effective suggestion for improving expressway standardized management performance.
