Nowadays, in the economic integration times, the progress of knowledge economy is pacing and flying. Competition in knowledge economy times is mainly talent competition. How to develop and use the HR is becoming an important competitive strategy of the development of the enterprise. Performance evaluation is the essential part of HR, and it's close connecting with each aspect of business management, and provides effective information feedback to HR system. It's the most important application of employees'training, post promotion, salary distribution. And it's a useful way to enhance employees'positivity, and an important section of decision making and scientific management.On the stage, the modern enterprise management system has almost been built in our country. Along with rapid growth of expressway, arise the question of how to operate the road administration. And among the operation and management, performance evaluation is a hard and key problem.This article is based on the analysis of Guanghai Expressway's operation and management, the data was collected through spot investigation, interview and job analysis, and it's responsible for the estimation of how the situation of performance evaluation of Guanghai Expressway is. Point to the original condition, the weakness of operation and management, especially the lack of competitive method among it, and failed to evaluate the contribution and ability of employee, that lead to low performance of their positivity, creation and initiative, then that does harm to the firm. So the original performance evaluation is urgently needed to be mended. The article is based on all world's performance evaluation theory researching results, based on performance evaluation and employees'salary and bonus, training and development, promotion and their connection, and performance evaluation guiding principles, to discuss improve performance evaluation system's structure, and to design and optimize key performance indication system. Furthermore, a new suitable company performance evaluation system can be designed. After that, a series of effective way should be established to assure this system's being availably carried out smoothly and then the goal of optimizing and improving can be expected.Hence, to establish the scientific performance evaluation system is the purpose of fully motivating employee's enthusiasm and activity, to meet the day-by-day growing huge needs of Guanghai Expressway, and to improve the performance level of operation and management. Then the firm's excellent progress can be forcefully pushed.
