The Performance Evaluation System Of Expressway Construction Project And Its Empirical Study

Along with the continuous advancement of China's urbanization and the rapid development of the automobile industry, the development of the highway is facing great opportunities. The development of expressway is the inevitable outcome of the development of the economy, and it plays an important role in the national economy and regional social development.The performance evaluation of the expressway project is analyzing and evaluating necessity and compliance of construction on the base of the scientific methods and standards,and it is also a comprehensive process of evaluating the economic and efficiency.In the west, the government had managed infrastructure construction and allocation of construction funds using the method of performance evaluation.The performance evaluation of expressway projects in our country is still in its infancy,which hasn't yet unified evaluation method and perfect performance evaluation system.Through studying the domestic and foreign typical project evaluation theory and methods,this paper is aimed to establish a set of performance evaluation system and method which is suitable for expressway project.Based on the summary of performance evaluation at home and abroad, on the basis of theoretical research and practical work,this paper analyzes the infrastructure construction program,feature and current situation of highway.and defines the concept of the performance,performance evaluation and highway.On the same time,the paper summarizes the commonly used methods of performance evaluation based on the welfare economics theory, stakeholder theory and the sustainable development theory in order to establish the system for performance evaluation of expressway projects.This paper builds the performance evaluation system of expressway project mainly on the two aspects,that is content system and index system.In terms of content system, taking construction capital investment as the breakthrough point, from investment, spending, process,effects,the paper put forward six fields such as capital control performance,construction performance,operation control performance, economic performance, social performance,performance evaluation of environmental performance from four dimensions such as input,expend,process and effect.In terms of index system, by reading a large number of relevant literature,the paper refines the six areas of performance evaluation step by step through selecting suitable,frequent and customized index to establish initial performance evaluation index system and clear he index meaning and its calculation method.Then,on the basis of initial performance evaluation index system, the paper extracts a set of KPI systemand grasps the key information of project performance evaluation by consulting experts and relevant staff, closely combined with the characteristics of the expressway, so as to improve the work efficiency.When the content system and index system is constructed,the paper evaluates the performance of the Lei Xi expressway projects using the fuzzy synthetic evaluation method based on AHP,and makes an empirical analysis of research theory.Besides,after the evaluation results is fed back,the paper puts forward some suggestions and preventive measures for the existing problems.Finally,the paper summarizes the research conclusion and points out the deficiency of research which need to be studied further.
