Research On The Building And Evaluation Of Civil-military Integration Enterpriseintellectual Property Management System

Under the background of knowledge economy and the civil-military integration,the intellectual property right is playing an increasingly important role in the long-term development process of the civil-military integration enterprise which is a special type ofenterpriseand always in the most frontier of cutting-edge technology.On the one hand,the civil-military integration enterprise should grasp the key technology in the field of national defense to provide guarantee for safeguarding national security,on the other hand,it also should face the fierce market competition,depending on the improving of the core competitiveness.So civil-military integration Enterprises should pay more attention to intellectual property right,and launch effective plan and administration to the development,operation and protection of intellectual property rights.In addition,the civil-military integration enterprise also needs to integrate the military technology and the civilian ones,the common intellectual property rights and the national defense ones efficiently in the process of intellectual property management to optimize the allocation of resources,so the problem is more complicated.Therefore,borrowing the experiences from developed countries to build a comprehensive and effective intellectual property management system for the civil-military integration enterprise has great realistic significance.It can incents the create of intellectual property,promote the operation and protection ability,make civil-military integration enterprise both meet the needs of the development of weapon systems in the new era,and the needs of the development of the national economy with taking intellectual property strategy as the core.Firstly,this paper defines the concept and scope of civil-military integration enterprise and intellectual property management system and analyses the particularity of intellectual property management in military civilian integration enterprise,then compares the difference of intellectual property management mode between developed countries and China to find out the problems of civil-military integration enterprise intellectual property management of our country.Secondly,constructs an open adaptability intellectual property management system for civil-military integration enterprise based on the viable system model(VSM),analyses the relationship between the structure of the system and the subsystem which includes four subsystems such as intellectual property strategy subsystem,value subsystem,coordination subsystem,and then carries out following studies on each subsystem:first,constructs an adaptive intellectual property strategy subsystem with the adaptability strategic management theory as the foundation,which includes four dimensions,intellectual property rights development in depth and breadth,the operation property and product,protection strength and the integration close degree,then constructs the intellectual property strategy choice model and proposed the transformation mode of intellectual property strategy;second,divides the intellectual property value subsystem into intellectual property development module,operation module and protection module,reconstructs the relationship between three modules and Proposes method how to Evaluate the development coordination degree;third,constructs intellectual property coordination subsystem on the basis of interfusion innovation source theory,and puts forward the dynamic mechanism and the effective way to improve the coordination degree inside and outside.Again,builds the primary evaluation indexes system of intellectual property management system,then use the DEA and group eigen value method to carry the empirical analysis on the effectiveness of intellectual property management system of 6 typical civil-military integration enterprise after screening index by the gray level whiting function method.Finally,put forward the suggestion from microscopic view,medium view and macro view respectively to ensure the effective operation of the civil-military integration enterprise intellectual property management system.
