| The world economy is facing the chanllege of industrial revolution and technology change,developing emerging industry has become an important strategic choice for major economic entities around the world,most countries make the top design and strategic plan to grab the high point of future technology and first-mover advantage.Strategic emerging industries as the leading industries in China are layouted and planed in advance which aim to face the competition in the future,and make a positive effective in promoting transformation and upgrading of tranditional industry,facilitating regional ecomomic structural adjustment,keeping economic growth and many other aspects.With the deeply implement of innovation-drived strategic in China and every regions,making great efforts to cultivate regional strategic emerging industrirs(RSEIS)has become the strategic choice for replacing old growth drivers with new ones,upgrading industrial structure and reforming of the supply front.The local governments focus on how to integrate regional innovation resources fast,cultivate core compentence and construct industry innovation system;however the advanced thory and scientific strategic plan to cultivate comprenhensive advantage are urgent.In a word,it has important thoretical significance and practical value to investigate the development machanism of RSEIS for guiding RSEIS' plan,cultivating core competence rapidly and promting innovation development of RSEIS.Firstly,the dissertation analysis the characteristics of RSEIS and influence fators for industry development,then elaborates the source,patterns of formation,development ways of comprehensive advantage theory,explores the key concepts and ideas of industry comprehensive advantage theory.The formation principle of core compentence is revealed by a case study method,the formation processes,dynamic and rule of core compentence on the basis of leading advantage are analyzed,and development rule of industry comprehensive advantage is revealed,the development dynamics,models and paths are discussed at the same time.Following the development principle of industry comprehensive advantage,research framework of development machanism of RSEIS designed,including industry comprehensive advantage planning mechanism,industry comprehensive advantage cultivating mechanism and industry comprehensive advantage regulation mechanism.Secondly,the function position and constitues of industry comprehensive advantage planning mechanism are analyzed,and strategic analyzing,strategic designing and strategic coorperation are constructed,then industry science and technology(S&T)resources allocation and industry S&T achievements development are highlightly designed.Thirdly,connotation and function position of RSEIS comprehensive advantage cultivating mechanism are explicated,four major contents are degined including industry leading advantage choosing method and process,industry synergy innovation driven factors based on leading advantage,industry core competence development method and industry comprehensive advantage cultivating path and tacticses.Furthermore,industry comprehensive advantage regulation mechanism is constructed;balance control process is proposed and the balance control model is investigated from two aspects including comprehensive advantage level and direction.Risk warning assessment indicators system is investigated and the assesement method basd on trapezoidal fuzzy number and best-worst menthod are proposed,and incentive and constraint strategy are designed.At last,a case study of graphene industry in Heilongjiang province is choosed,specificly,"The three years special action plan of graphene industry in Heilongjiang province(2016-2018)" is proposed under the condition of analyzing the comprehensive advantage status of graphene industry,moreover,the contents of comprehensive advantage cultivation and regulation are designed.This study is helpful to promote application of comprehensive advantage theory in innovation management of RSEIS,and also enriches and improves comprehensive advantage theory system,it not only provides references for innovation development of RSEIS,but also provides method support and decision-making reference for emerging industries' planning,innovation policy and method optimization.It has important theoretical value and practical significance to increase the local governments' management scientificalness and effectiveness about RSEIS;meanwhile it will be benifitial to speeding up the cultivation and development core competence of RSEIS and forming industry comprehensive advantage. |
