Study On The Policy Transformation Of Hunan Undertaking Interregional Industry Transfer

To resist the tide of economic globalization, under "carrying on industry transfer, promoting regional development" strategy and "two-oriented society" policy, industry transfer has been carried on from developed regional in Hunan. In recent years, it’s been Hunan people’s consensus through carrying on interregional industry transfer to enhance self-development ability. Especially after the financial crisis, the valuable opportunity comes, to undertake international industrial transfer and the southeast coastal area industrial transfer at the same time. As catastrophe of the global economic environment and further promotion of the standardization of production, product specialization gradually replaced the inter-industry specialization and intra-industry division of labor, and becomes the main form of division of labor at present to lead a new round of industrial transfer. Product specialization promotes the development of a new round of industrial transfer and cross-regional restructuring leads a new round of the process of industry value chain transfer. How grasp the essence of industrial transfer characteristics, conform to its inherent law, formulate guiding policy of industrial transfer scientifically, so as to guide the healthy growth of the industry transfer in the tide of a new round of industrial transfer. It became a very important research subject.Under the drive of the wave of economic globalization and regional economic integration, regional innovation ability depends on not only its own R&D, but also depends on the technological spillover effect from other places. With the further implementation of the strategy of interregional industry transfer, interregional industry transfer to undertake economic effect is gradually revealed. Interregional industry transfer to undertake independent innovation ability promotion is significant spillover effects, a forward spillover or reverse overflow? What factors influence the independent innovation ability promotion? Is there a difference in different areas?This paper empirically studies on independent innovation effect and its influence factors by using panel data from2004to2011of Hunan and PECM.It manifests that RI promotes the regions’independent innovation,but there is differences between technical levels and between regions of Hunan. And we put forward target, direction and way of thinking of the policy transformation of Hunan undertaking interregional industry transfer.
