It is a trend in the development of the port and shipping industry to form a port supply chain around a port in the global supply chain environment.Port supply chain enterprise synergy is to coordinate and cooperate with each other in order to achieve the common goal of optimal overall income and optimal participant income.In the research of the current status of port supply chain operation,we found that there are problems such as unreasonable resource allocation,lack of coordination mechanism and unjustified income distribution.These problems lead to the lack of cooperation strategy among port supply chain enterprises.Besides,the logistics demand,logistics service process and income in the port supply chain is uncertain in actual operations seriously affect the synergy effect of port supply chain enterprises.Therefore,it is pretty essential to in-depth study on the coordination issue of port supply chain enterprises under the uncertain operating environment,and to establish an effective port supply chain enterprise synergy method,so as to guide the port supply chain operation and optimize the benefit of both the port supply chain and participants.This paper analyzes the evolution mechanism of co-opetition behavior of port and shipping enterprises,and explores the critical factor affecting the choice of co-opetition strategy of port and shipping enterprises-"participant income".This is the starting point to study the synergy of port supply chain enterprises.According to the summary of relevant theories,the port supply chain enterprise cooperation strategy mainly includes three parts:supply chain partner selection,contract design and income distribution.Firstly,considering the uncertainty of logistics demand,logistics service process in the collaborative process,port and shipping enterprises with the lowest operating cost and shortest working time are selected to form a port supply chain.Then,considering the uncertainty of demand,the combination contract of the constructed port supply chain is designed.Finally,in view of the uncertainty of the supply chain logistics demand and the uncertainty of the logistics service process,the income of the port supply chain is uncertain,the overall income of the port supply chain of the designed contract is allocated.These steps could achieve the coordinating between participants,improve the total income of the supply chain and achieve a reasonable distribution of income,ensuring that the overall efficiency of the port supply chain and the participants’ income are optimal.The details are as follows:(1)Based on Stackelberg game and evolutionary game,this paper analyzes the evolution mechanism of horizontal and vertical co-opetition behaviors of port and shipping enterprises and obtains the critical element:participants’ income in cooperation situation.The income of participants depends on the overall income and income distribution coefficient under cooperation,which provides a breakthrough direction for further synergy research of port supply chain enterprises.The following are three aspects to ensure the overall benefit of the port supply chain and the participants’income are optimal:the choice of the port supply chain enterprises,the coordinate to the behavior of participants,the improvement of the supply chain’s total income and a reasonable income distribution mechanism.(2)Select appropriate partners from various port and shipping companies to build a port supply chain in order to organize logistics services effectively.Considering the uncertainty of the logistics demand and the logistics service process,we established an uncertain optimization model based on low cost and high efficiency for the issue of port supply chain enterprise selection.Based on the possibility theory and interval number theory,the model transformation method is designed according to the practical application.The solution algorithm is designed for each selection,to select the port and shipping enterprises to build the port supply chain with the best cost and timely response to customer needs.(3)Constrain the participants,implementation behavior and improve the overall income of the port supply chain by designing the port supply chain combination contract strategy.Considering the uncertainty of the logistics demand of the port supply chain and the difference in the degree of risk aversion of the participants,a port supply chain contract under the promotion of a risk-averse shipping company with uncertain design requirements is designed.The contract is designed through the strategy combining the promotion cost of the shipping company shared by the port,the bulk purchase discount for the shipping company,and the penalty for the non-compliance of the port service.The contract could guide the shipping company to increase the port service volume and promotion efforts,constrain the participants’ compliance behavior and improve the supply chain flow and overall income.(4)Realize the reasonable distribution of cooperative income through the distribution of income strategy in the port supply chain.In view of the uncertainty of the supply chain logistics demand and the uncertainty of the logistics service process,the income of the port supply chain is uncertain.Aiming at the uncertainty of the overall income of the port supply chain,the Stackelberg game bi-level programming model is established based on the designed combination contract,and the profit results of the different co-opetition situations of the port and shipping enterprises are output,and the triangular fuzzy number payment function is constructed by the model output.An improvement fuzzy Shapley income distribution model based on the effort level is proposed,it could achieve a fair and reasonable distribution of income.This work proposes a enterprise cooperation strategy for port supply chain enterprises to realize the optimal allocation of resources at all levels of the port supply chain,constrain the behavior of the port supply chain to participate in the enterprise,improve the overall efficiency of the port supply chain,and ensure the reasonable distribution of income.The cooperation strategy can achieve the optimal overall benefit of the port supply chain and the best income of the participants,so as to ensure the long-term stability of the port supply chain cooperation relationship,enhance the overall competitiveness of the port supply chain,and promote the benignity of the port and shipping enterprises and the port supply chain.The competitiveness of the port supply chain will be enhanced,and it will better serve the economic development.
