The construction of political authority affects the legitimacy and effectiveness of the rulers directly.In the Chinese context,understanding the centralized authority is the key word to understand contemporary Chinese politics and its development.The main issue of this paper is to explore the causes of the construction of centralized authority in the era of reform and opening up,and how to construct the centralized authority,the challenges of the construction and the approaches of reconstructing the centralized authority.The concept of centralized authority has its clear meaning in China,it mainly refer to the authority of the central committee of CPC,and the connotation of maintaining the centralized authority does not refer to the western value bias of the Oriental despotism,nor the new authoritarianism,anything but the political authority during China's “cultural revolution”.we should realize that the choice of maintaining the centralized authority is not only based on the form of state structure,but also the history and reality.From the point of general meaning,maintaining the centralized authority is also the important premise of effective governance in the emerging countries,the basic guarantee of maintaining political stability and realizing political development in developing countries,including China.It will help the country to advance the market-oriented reform and equalize basic public services.From the international level,maintaining the centralized authority is also indispensable in response to the competition between different countries,The fragile states which lack of effective centralized authority and stable political order can hardly mobilze the domestic resources in order to promote the modern state construction;It is difficult to undertake international responsibilities and obligations in order to establish a postive international image of the country;It is also difficult to enhance the sense of national identity and national pride.Since China's reform and opening up,the central committee of CPC has made constant exploration to maintain its political authority.The exploration not only reflected in the strategy about insisting on the principle of the management of the cadres by the party,improving the system of inspection and supervision so as to maintain the control of the power of personnel,but also the strategy about carrying out the reform of tax sharing and perfecting the system of central transfer payment.At the same time,from the perspective of the effective information acquisition such as population and society within the jurisdiction by the modern state,and realizing the reflective monitoring,the exploration is also reflected in the measures taken by the central committee of CPC about improving the scientific level of information acquisition.It is worth noting that the exploration is also associated with the effective architecture between the central and local government.Under the party-government system of Chinese Politics,The effective architecture mainly refer to the “tiao(vertical)-kuai(horizontal)” intergovernmental structure,the decision-making system characterized by division and cooperation in which the Chinese Communist Party play the key role.Under the “tiao(vertical)-kuai(horizontal)”organizational structure,the central committee of CPC can mobilize the strength of “tiao(vertical)” and “kuai(horizontal)” at the same time,adjust the degree of stimulation and control of the “tiao(vertical)” and “kuai(horizontal)” according to actual condition,in order to promote the implementation of the decision and deployment of the central government.In the decision-making system characterized by division and cooperation in which the Chinese Communist Party play great influence on the decision making process of executive agency,the legislative and judicial agencies,keeping the independence of its decision-making activities in the specific area,at the same time,with the goals in coincidence with the national decision.Under the premise of the above conditions,the activities of national governance based on centralized authority show a high degree of effectiveness.However,in the era of the reform and opening up,shaping the centralized authority still face the challenge of decentralization,also the ethnic separatism and its activities,and the challenges caused by the economic,political and cultural globalization.They are respectively the challenge to China's national sovereignty caused by the external international factors,the “decentralized” challenge to the structure of governance dominated by the centralized authority caused by the rising of internal local governance body,the challenge brought by the increasingly various values of the people,these factors are still the challenges to the construction of China's modernization of governance system and governance capacity.The ultimate goal and direction of the activities about the construction of centralized authority in China,is to enhance and realize the modernity of the centralized authority.We should not only advance the level of relationship between the central and the local government under the rule of law,in order to resolve the contradictions between the routine power and financial power during the process of the decentralized reform,but also strengthen the national identity by promoting the identity of all citizens,protecting the social rights of citizens and taking other measures.At the same time,we should strengthen the consciousness of preventing the risks,in response to the challenge to the construction of centralized authority caused by the wave of globalization.
