A Study On The Core Thought And Application Mechanism Of Holistic Governance

With the emergence of holistic governance,the term gave rise to the widespread concern and great interest in the theory and practice field.With the advent of a risk society and information age,it is an irreversible tendency that the governance model of government towards the holistic governance.Through the existing research,it is a general consensus that the rise and development of holistic governance has its specific social basis and practical background,and that is how to improve the capability and effectiveness of the government in the process of increasingly high complex,cross-cutting,wicked problem and cross-border affairs in the resolution and integrated service provision.Under the current basic consensus,some scholars emphasize the holistic governance as a new paradigm in the field of public administration and it can be institutionalized.More scholars regard it as a means of coordination and integration,through the elimination of policy conflict situations,aggregating the relationship between organizations and institutions,and providing a new model of seamless service.This model has a similar logical basis with the New Public Management.There are some scholars who started from a holistic approach to cross-border and cross-sectoral issues.This situation require the government system to cross sectoral boundaries,seek consistent policy goals,and organize organizational,personnel,and budget changes within the system to promote the full realization of holistic governance.In addition,from the perspective of information technology,they argue that the holistic governance is a new governance mechanism of electronic governance.Holistic governance would be fully realized by the support of information and communication technology.Although these studies have provided knowledge resources for the core thought however,their perspectives missed out and the content fragmented,meanwhile it also lacks sufficient argumentation and construction to the mechanism of application,therefore,It does not effectively dig out the internal advantages and potential,The result is that the breadth and depth is limited in the application process.In view of this,this dissertation starts from the two dimensions of the core thought and the mechanism of application.On the one hand,the dissertation provides theoretical and logical resources for the foundation of realization and the mechanism of application through the exploration and analysis the core thought.On the other hand,the dissertation will be ready to prove the uniqueness,novelty and science through the construction involving the mechanism of application and case evidence.From the macro perspective,it is clear that it is based on the dominant conception of effectively solving public affairs and meeting the holistic needs to the public.This conception can best be thought of the process of reorganization and reshaping relationships of instituion,it also involved by rebuilding personnel and budgets as well as restructuring service models.This process is intrinsically linked to the support of Information and Communication Technologies.It`s ultimate aims to build a holistic governance framework and the modern scenario of operation.Judging from the middle perspective,Holistic governance based on the bureaucratic system,it actively absorbing the reasonable factors of the bureaucracy,that is to say that it respect professionalism and division of labor,it always oppose the adverse consequences of “Fragmentation governance”.and its adverse consequence.On the basis of bureaucracy and specialization,we will give full play to the overall effectiveness released by the overall operation in the government system.From the micro level,It`s target is to achieve the consistency of policy objectives as well as the unity of mechanisms among organizations,in addition,the collaborative operations among agencies and the realization of seamless services for the public service.Tt is worth thinking about ways in which uses coordination and integration as a means to seek diversity of methods and means,it might face to mutual reinforcement of goals and means as well as prevention of priority over governance,it emphasis on the integration of governance hierarchy,governance functions,public and private sectors,and information systems,and so on.This dissertation based on the current research results.First of all,it clearly sorts out and defines the ideological sources and conceptual features as well as landscape connotations.One major part of that study is systematically elaborates the opposites of the holistic governance and the specific directions for facing problems.Secondly,the study on the foundation of the holistic governance involved personnel and budget as well as technology from the comprehensive and in-depth.These three elements are closely related and indispensable.In addition,it demonstrates the mechanism of application to holistic governance and put forward to the strategic choice to ensure the implementation of mechanism of application.The author thinks that a mature theory is often presented together with the process of application,certainly,it aslo combinate with the improvement of theoretical research and the experience and perception of practical applications,in order to work toward this ideal,this dissertation follows the research path of “The Core Ideas—The foundation of realization—The mechanism of application —The expansion of future” the dissertation take core ideas as a logical starting point and the foundation of realization as a central link as well as the mechanism of application a stopping point,in addition,the dissertation also the expansion of future as the ultimate concern for improving the ideology and enriching the content of practice.This dissertation is an academic achievement after hard work.Whether the holistic governance falls into the fatalism like other governance theories,it's like a meteor,short-lived.On one hand;it depends on whether is Pertinent and crucial criticism from the theoretical and practical field.On the other hand,it depends on whether the Logic is tight and the response is accurate by given criticism.In general term,the theoretical correctness cannot prove its effectiveness in practice.Similarly,the effectiveness in practice cannot prove the theoretical correctness.It is helpful that the holistic governance needs to expand the demand for trust.It is worth thinking about ways in which expand the level of responsibility and pursue public interests in order to achieve the unity of theory and practice.In general,we can say from the argument of this dissertation in which this mission constitutes all topics and logical starting points for the study on this dissertation.It also constitutes the core content and specific orientation.
