In the late of20th Century, China Government raised the development strategy of "industrialization motivated by the informationization, and government first". After more than ten years further development, China’s E-government has already achieved very important accomplishment. At the point of time, it is stepping into a new historical stage, which is building up a service type government from360degree by a E-government that has higher requirement. Meanwhile, as a representative, New-Generation of information technology, such as Cloud-Computing, also requires the transformation of E-government. From the angle of the starting point of evolution, it is necessary to figure out the current situation, speed up transformation of development.While as E-government increasing day-by-day and capital invested into development of infrastructure, whether investment has been effectively managed and applied and how government should control every single stage to supervise E-Government’s outcome macroscopically. Based on this, it is definitely an effective and rational way to evaluate performance of E-government. That’s why it comes to the research of this paper.First of all, this paper through reference of past research papers and related academic press, summarize the concept and fundamentals of E-government performance evaluation. On top of this, after reviewing and analyzing, it comes to an analogous study of E-government performance evaluation across countries.Secondly, based on improving public service, enhancing public satisfaction and using the quality function deployment (QFD) method to establish a two-stage house of quality. Aiming at improving the current standard of China’s E-government evolution, the author use four first-level indicators:technical service level, electronic level, electronic level, the operation convenience level and seventeen secondary indexes:government affairs news, navigation and guide, characteristic content, friendly interface, etc., to set up electronic government affairs public satisfaction model.Lastly, through investigation of public satisfaction of Shaanxi’s E-government, analysis by E-government public satisfaction model, it comes to the satisfaction index of Shaanxi E-government and further analysis of satisfaction index. It raised Policy and suggestion of E-government performance evaluation based on these researches.
