Analysis Of Factors Affecting The Effectiveness Of Commercial Housing Community Governance

With the continuous deepening of China's political and economic system reform,especially the housing commercialization reform and the increasing number of floating population,the traditional community governance model has not adapted to the needs of social development.How to adopt the innovative governance mechanism,especially shifting the focus of governance,and gradually establish a new social management pattern of "party committee leadership,government responsibility,social coordination,public participation,and legal protection",and realize“co-construction,co-governance,and sharing" The good governance of the goal has become a new topic of social governance.In the past,a large number of studies have suggested that the Chinese community is dominated by government management,and the main reason why other social governance entities cannot participate in community development is the institutional reasons.However,in recent years,the transformation of the government governance system has made room to allowed the social forces to participate in community governance,and has also put forward new and higher requirements for the governance capabilities of various governance entities.Especially in the commercial housing community,the voice of community autonomy is high,and many scholars have turned the research perspective from the institutional level to the community and individual level.Based on the theoretical construction,this study conducts research on the commercial housing community in Beijing.It is intended to analyze the factors affecting the effectiveness of commercial housing community governance,and to explore the relationship between community residents' participation factors and other related governance factors in the process of commercial housing community governance.Depth analysis of the interaction process and principle of each governance element affecting the effectiveness of community governance.Focus on the following issues:First,the core elements that affect the effectiveness of commercial housing community governance.The second is to clearly define the ways and paths of residents'participation in the process of realizing the effectiveness of commercial housing.The third is how the behavior of the main body of commodity housing community can promote the participation of residents and promote the realization of the effectiveness of community governance.This paper firstly reviews the development stage of China's community governance and the status of governance effectiveness through literature,and initially constructs an analytical framework that community governance factors affect the effectiveness of community governance by influencing residents' participation.Community governance elements include community social capital,neighborhood committee actors,property actors,owners' conferences and industry committee actors,citizenship,positive roles of enthusiasts,negative effects of enthusiasts,and community capabilities.Resident participation includes residents' participation behavior and residents' participation in the expectation.Then,in Beijing,the community with good commercial housing management is selected,and the relationship between the factors of community governance,residents' participation,and the effectiveness of community governance,and the mechanism of the action are analyzed.Subsequently,a questionnaire survey was conducted in Beijing,and the theoretical hypothesis of this paper was verified by quantitative methods.It aims is to answer how the eight core governance elements affect residents' participation and thus affect the effectiveness of community governance.In addition,through the classification of commercial housing plots,the research hypothesis is further verified by comparing the effectiveness of different types of commercial housing plots and their influencing factors.The main conclusions of this paper are as follows:the governance elements of commercial housing are important influencing factors for residents' participation;Resident participation plays a part in mediating between the elements of community governance and the effectiveness of community governance,this is,The governance elements of the community have a certain impact on the effectiveness of community governance through residents' participation;residents participate in the process of commercial housing community governance,mainly reflected in residents' participation in the expectation and residents' participation behavior.Specifically,the residents'participation is not only implemented to the residents' participation,but also needs to increase the residents' positive expectations of the participation results,achieve real participation,and improve the participation effect;residents' participation behavior and residents' participation expectations can promote the effectiveness of community governance.The effect of residents' participation in anticipation on property satisfaction is greater than that of residents' participation behavior.The effect of residents'participation behavior on livability is greater than that of residents' participation.Based on the influencing factors and mechanism of the effectiveness of commercial housing community governance,it is necessary to strengthen the guidance that grassroots party organizations and the government's to residents' participation awareness in community governance and participation in expectations;accelerate the construction of relevant legal systems and carry out resident autonomy according to law;improve the governance system and innovative governance mechanisms;innovative the ways and means of governance;smooth implementation of the self-governance of commercial housing communities.
