Research On Resident Participation In Community Governance Of The Xianjin Subdistrict In Jinpu New District

The report of the Nineteenth National Congress of the Communist Party of China claimed "special emphasis on establishing the governance pattern of mutual participation in social construction,social administration and sharing in the success".As a rising social governance philosophy in the current backdrop,"mutual participation in construction,governance and sharing" mainly refers that,on one hand,insider should be guaranteed to participate into the social governance literally,on the other hand it can also reflect the dynamic characteristics that social governance has.With the advancement of social progress,social governance increasingly attracts attention by the state obviously.Hence,community as a significant role in social governance captures more and more attention.In the constructive and developing process of community,democratic intensified consciousness of community residents and participation into the social governance gradually generate their urge to the interest demand.Guarantee of participation of community residents into the social governance literally can help to realize the coordination of the interest of residents and construction of community,which is contributed to the development of community orderly and continuously.Therefore,emphasis on the participation by residents into the analysis and discussion of social community's governance is of great importance to the improvement of the quality of resident's life,the construction of harmonious community and society and the exploration of a new strategy to social governance.In this study,600 residents in Xianjin Subdistrict are taken as a sample of investigation to conclude the current shortage that Xianjin Subdistrict reveals in the progress of community governance under the theoretical support of governance,civic participation and consultative democracy.This work explores the reasons to the problems including homogeneity and non-multiplicity of resident participating,weak participating awareness,fund insufficiency input to community governance,etc.Four findings can be mainly drawn,namely low sense of acceptance to community,less encouragement,government offside and administrativization in community governance,and one-sidedness of the regime of resident participation.In the end of this study,according to the current situation of resident participation into community governance,a series of countermeasures are offered properly and reasonably taking advantages of advanced methodology and experience from other communities.Enhancing awareness and degree of resident's participation,rationalizing relationship between government and community,emphasizing on the supplement and completion to the relevant jurisprudence and transition to upgrade to offer the support to the guarantee of resident's participation into community management are proposed to improve the efficiency of participation in community governance and the sense of happiness and acceptance of the residents in Xianjin Subdistrict,and meanwhile provide a methodology and strategy to other communities for reference.
