A Study On The Performance Evaluation Of Government Governance In China's High-tech Zones

With the rise of the new public management movement,the government performance evaluation is gradually promoted and applied all over the world.In recent years,China has made a lot of effort in government performance evaluation,however,there are still existing many problems in the government performance evaluation system and practice,such as the lack of legal protection,the singleness of evaluation subject,the unreasonable design of indicator system,etc.Especially in China's High-tech Development Zone,the problem is worse.For example,the government evaluation practice is lack of mature theoretical guidance,or just choose Economic Growth as the main target.And finally,the evaluation subjects,objects and other stakeholders have had many misunderstandings to some fundamental problems in High-tech Zone government performance evaluation and had a random or wrong application.As the idea of national governance system and capacity modernization,which largely focus on governance capacity modernization,was proposed in the third Plenary Session of the 18 th CPC Central Committee,the government performance evaluation is becoming one of the important ways to promote the modernization of governance capacity.The government performance evaluation in high-tech zone,which based on the development goals and functions,is an effective tool which uses scientific assessment standards,procedures and methods to evaluate and reinvent government,and is also successfully applied in China's governance practice.From the perspective of governance,we can promote the fundamentality,long term interest and systematicness of performance evaluation.Considering the existing problems and basing on the literature and theoretical reviews,this thesis starts from the present situation of China governance performance evaluation practices,and analyzes the government performance management and government performance evaluation of the development of high-tech zones.And then,under the guidance of the value system and governance theory,the spirit of comprehensive,representative and measurable principles,this thesis use rough set theory to Screen and establish a set of representative and generalized government performance evaluation indicator system for the high-tech zone.Based on the indicator system,the evaluation model of government governance performance in high-tech zones is constructed.In order to simplify the indicators,grasp the core indicator,eliminate redundant indicator,in this thesis,rough set theory is introduced into the process of indicator selection,and the evaluation indicator of government governance performance after screening is constructed.Then,AHP is introduced into the evaluation method of government governance performance in high-tech zones to determine the indicators' weight.Meanwhile,this paper puts forward an improved method of judging the maximum membership degree to improve the effectiveness of the evaluation,and tests the effectiveness of the single factor and comprehensive factor evaluation of the government governance performance evaluation of high-tech zones.In this paper,the horizontal and vertical combined empirical measurement research methods are used to measure the effectiveness of the above indicators and methods.Based on the principle of classification of national hi-tech zones by the Ministry of Science and Technology and the distribution of regions,the world-class high-tech parks,innovative science and technology parks,and innovative feature parks were selected from the northeast region,the eastern region,the western region,and the central region,respectively.There are four types of national high-tech zones in the park.Secondly,this paper introduces the comparison of correlation coefficient and P value,and calculates the difference and deviation rate to make a horizontal comparison of the overall performance evaluation of government governance in the four national high-tech zones.It is verified that the four hightech zones are multi-samples with differences.Finally,evaluations were conducted from the vertical single factors and comprehensive factors of the four national high-tech zones to verify the validity and rationality of the evaluation results.This empirical measurement study adopts a combination of horizontal and vertical methods,which can effectively increase the breadth and depth of measurement and reduce the uncertainty of measurement objects.Finally,according to the single-factor clustering and aggregation of the four national high-tech zones,the policy recommendations for the governance of high-tech zones in China are proposed.Some of these policy recommendations have also been adopted by some high-tech district governments in the governance process,and some improvements have been proposed or measures.From the actual application level,this paper once again proves that the national high-tech zone government governance performance evaluation index system and The feasibility and effectiveness of the evaluation method.
