The Study On IT Governance And Its Evaluation Of The Chinese Government

Guided by the national informatization development strategy, Chinese Government Informatization has made remarkable achievements, such as the rapid development of e-government. However, there are still a lot of problems such as large amounts of funds and technology investment cannot achieve expected results, and cannot play its proper role in improving government's work. Based on this background, this article studies the problem of Information Technology Governance.Firstly, this article makes clear the object to study and related theories, and introduces the definition, purpose and relevant standards of IT Governance. The article emphasizes to evaluate the existing evaluation system in an all-round way, points out the problems and the importance to evaluate the IT Governance, which lays the first stone of this article.Secondly, the article describes the situation and features of the IT Governance in our country, points out the existing problems and seeks for the rooted reasons accounting for the problems. Then the article introduces some practice and experiences of IT Governance abroad, on the basic of which puts forward with a series of measures to improve our IT Governance level.Thirdly, based on the theories and practice, the article presents an index system for our IT Governance combining with the conditions of our country and the futures of our government. Using Delphi method and AHP, the author selects the indexes, makes certain their weights and the evaluation standards. On the basic of this, the article implements empirical study and employ its index system to evaluate the IT Governance of S maritime affair bureau, and find the problems to perfect and complement the index system.Finally, the article chooses S maritime affair bureau to implement empirical study. By questionnaires and interviews, the article employs the foregoing index system to evaluate the IT Governance of S maritime affair bureau and finds out the existing reasons. Then, the article designs the organizational structure and governance system for the IT Governance of S maritime affair bureau according to the evaluation results.
