| In process of the economic development of world, high-tech industry has become the main force to impel economy-increase by technological advancement. It is the key field for every country to acquire the competitive initiative and commanding point and the main means to guarantee the sustainable-development of economy as well. So high-tech industry gets more and more attention from all ? over the world. First,this article gives a delimitation for high-tech industry because of different industry Stas standards in different counties and regions and bring forward the internal industry standard of high-tech industry by contrast analysis between domestic and America or OECD etc. Then,the article summarizes the tactic meanings of developing high-tech industry, expounds detaily the functions in course of economy-increase and industrial structural adjustment and also discusses the relation between development of high-tech-industry and effective factors on high-tech industry such as capacity of circumstance-supporting, capacity of technological innovation and diffusivity, capacity of sustainable- development. Thereby index system is built to estimate development level of high-tech industry. The percent of every index in index system is determined through A.I{P and expertspinion, and also the feasibility of index system has been validated by demonstrative operation among Shanghai Shenyang and Dalian. Finally, the article gets a conclusion that this index system can give a factually synthetical judgement or dividual estimate to everyaspect of devekopment of high-tech industry and gives some advise for available Stas system. |
