Study On The "Urban Interests Transfer" From The Perspective Of Urban-rural Development Gap

The research of this article is based on the following two basic social facts:Firstly,with the formation of the dual structure of urban and rural areas in China,the opposite of the "overall urban and rural development" and "urban and rural integrated development" is also to go forward actively.However,China's urban-rural relationship is a structural issue,The process of urban-rural integration is long.In particular,when the process involves the reform and adjustment of social interests,the progress in the integration of urban and rural areas is particularly slow.In reality,the relationship between "urban-rural gap" and "social exclusion" is very complicated.Secondly,because of the real problem of "the gap between urban and rural areas" in our country,The central government is pushing forward the path of "promoting agriculture with work and developing cities and towns with villages" from the top-level design,national strategy and policy supply.At the same time,theorists are also discussing such issues of "the transfer of interests" in social reforms.Beginning from these two basic social facts,this paper tries to put forward the theoretical proposition of "urban interests transfer" and try to analyze and explain the relevant theoretical and practical problems of "urban interests transfer" in China with standardized research methods.On the one hand,from the perspective of academic literature,the researches on"coordinating urban and rural development" and "urban and rural integrated development"are more thorough;however,the literature of the relationship between urban and rural which from the perspective of "transfer of interests" and "transfer of social interests" is also inadequate.Therefore,this is a new research proposition.On the other hand,from the perspective of government policy practice,the relevant policies and practices of "urban transfer of interests" have not been sufficiently developed.From this reason,it is a new practical task.Therefore,the key point of this paper lies in:Proposing and demonstrating the proposition of "urban interests transfer".The study starts with three aspects:firstly,taking Jiangsu province as an example to analyze the realistic problem of "the gap between urban and rural development" by using methods of measurement;secondly,from the social exclusion perspective,analyzing the reasons for the gap between urban and rural areas And crux of the problem.Thirdly,with the contents of the three chapters,the theoretical construction of this proposition is carried out from the aspects of theoretical resources,actual fields,resources and conditions,will and ability,motivation and resistance.This article makes the researches from the following five parts:The first chapter:taking Jiangsu as a sample of observation,measuring and analyzing the realistic problem of "the gap between urban and rural areas",which lays a solid foundation for the proposition of "the transfer of urban interests".the gap between urban and rural areas is observed from two comprehensive aspects at least:Firstly,the economic development and other gaps of urban and rural areas in Jiangsu Province in the past decade.Secondly,in order to reveal the realities and the actual pictures of the present situation of urban-rural relations in Jiangsu Province,a systematic analysis of the realities are carried out in Jiangsu.this chapter mainly studies three aspects:(1)observing the reality of the gap between urban and rural areas in Jiangsu Province from The overall development differences of the three major regions which are the south of Jiangsu,the central of Jiangsu,and the north of Jiangsu.(2)Taking the empirical study about the real level of the gap between the development of urban and rural areas.(3)Revealing the Significance of the Gap between Urban and Rural Areas in Jiangsu Province.Chapter Two:the title of this chapter is the crux in the disparity between urban and rural Development:exclusion System.The main purpose of this chapter is to use the relatively new theory of "social exclusion" to explain the reasons for the disparity between urban and rural areas in China.From the academic literature point of view,there are many articles about the reasons for the gap between urban and rural areas,However,there is almost no literature on the analysis of social exclusion.Therefore,this chapter chooses this theoretical framework to study and also lays a solid foundation for the demonstration of the proposition "Transfer of urban interests".In the chapter,the author try to solve four issues.Firstly,it expounds the new theoretical framework of "social exclusion",which is of great significance in analyzing the gap between urban and rural areas.The secondly is to analyze the institutional design of the disparity between urban and rural areas from the perspective of social resource allocation.Thirdly,analyzing the present status of the system of urban-rural gap in development from the perspective of public service;Fourthly,this paper analyzes the performance and types of imbalanced allocation of resources in urban-rural relations in reality.The title of the third chapter is:"Reconstruct the relationship between urban and rural areas through the urban interests transfer."Therefore,the three chapters from the beginning of this chapter are the core content of this article,that is,the "urban transfer of benefits" for the academic evidence.The third chapter is the subject of this article,and is also trying to"dock" up "the two themes of transfer of interests" and "urban-rural relations".In the third chapter,the author mainly want to solve three problems,Firstly,to seek the theoretical resources of "urban interests transfer" theoretically,This includes not only the theoretical resources of Western economics but also the theoretical resources of Marxism,and it also include the theoretical resources of contemporary Chinese academia.secondly,the current reality and the complexity is discussed about the reconstruction of the relationship between urban and rural areas in China.On the one hand,China's modernization process has solidified the dual structure of urban and rural areas.On the other hand,the general trend of social development also deconstructs the dual structure of urban and rural areas.Thirdly,the author constructs and argues the proposition that "urban interests transfer".The fourth chapter:mainly discusses the specific problems of "the transfer of urban interests",namely the pattern,the resources and the ability and so on.The author mainly want to solve three problems.First,the current three kinds of modes of "social transfer of urban interests" are summed up under the current Chinese social practice.Namely "three resources to the countryside",Nanjing "special fund for the people" and the project system.Second,the author discuss the physical and intangible resources in the transfer of urban interests,as well as various specific types of resources.Thirdly,from two aspects of subjectivity and objectivity,this paper analyzes the related issues such as the subjective intention and objective ability of urban interests transfer.The title of Chapter five is "Motivation and resistance to the transfer of urban interests."In this chapter,no countermeasures or policy recommendations are used,this is because the paper argues that "urban interests transfer" needs to be proposed and constructed.It needs the approval and recognition from academic,social and government.In other words,it still has some distance from the countermeasure construction,Therefore,let us analyze its factors of motivation and resistance firstly.In this chapter,we mainly want to solve two problems:the motivation factor is from three aspects,which are the intrinsic motivation to promote the urban interests transfer,the external stretching force to promote the urban interests transfer,and the political pressure to promote the urban interests transfer.The resistance factor is from four aspects,which are the solidification of urban-rural dual structure,the difference of regional development,the rationalization of urban government interest balance,and the limited capacity of rural reception.
