Research On Urban Community Governance Under The Perspective Of Consultation And Co-governance

With the deepening of reform and opening up and further improvement of the socialist market economy institution, the process of urbanization is entering the fast line. In the process of urban development of our country, community has become an irreplaceable part of the development of urban society. Some communities are divided according to the different location and scope. The variety of governance body in the community to negotiate governance of public affairs existing in the community. As a basic unit in building a harmonious society, urban community management aims to meet all needs of government different governing subjects.Therefore, open, share and concept of governance as a means,this is realize mufti-subjects consulting co-governing and transform the functions of local government of basic city communities, also is promote China's grassroots democratic politics should be done.This paper carries out the urban community management under the consulting co-governing sight with the example of T community in Feicheng, Shandong province. The first part of the paper mainly describes the social background and historical meaning of subject selection, collection of general sum-up of related search, brings up the potential innovation and shortcomings in the future community management in research thinking and method. Second part is the related definition and theories, mainly discusses the actual definition and methods in community and community management, this is the theoretical basis of this paper. In the third part, mainly describes the current situation of T community with the sample case of T community management in Feicheng City, Shandong Province. This paper sums up the experience of T community management and brings up the existed problems in urban community management according to the current construction and management of the community. The fourth part of the paper analyzes the practice and theory of urban community management in foreign countries, learn the advanced method in community working from foreign government department and sums up the learning point in domestic community management according to the situation of our country. The fifth part mainly focus on the existed problems in community management and propose the practical and effective methods in urban community management. The management process cannot be controlled solely by government or managed by citizens themselves. The urban community management should be co-managed by multiple management subject with the principle of "advance with times" and "human orientated", integrates society resources properly and scientifically to realize the target of constructing harmonious community.
